Hankinnan kuvaus
Fingrid Oyj, the Finnish national transmission system company, is initiating a procurement process for construction of six 400 kV series compensation stations at three substations. The project will be purchased on turnkey basis.
Intended project delivery time is April 2024 - December 2028.
The number of the fixed series capacitors (FSCs) at each substation and their planned schedule for commissioning are as follows:
- Two FSCs at the Alapitkä substation, commissioning in 2026
- Two FSCs at the new Vuotto substation, commissioning in 2027
- Two FSCs at the new Ulvo substation, commissioning in 2028.
In addition to the FSCs, the scope includes necessary civil and construction works which are needed after Fingrid has completed its site works.
Procurement will be done according to Finnish legislation concerning public procurements in energy sector (in particular, the Act on Public Procurement concerning Units Operating within the field of Water and Energy Service as well as Traffic and Postal Service (1398/2016)). The procurement method is a negotiating method.
Fingrid will announce a notice in the EU Official paper for public procurement declaring prequalification stage opened and requesting interested contractors to apply for prequalification. After receiving these applications from interested companies Fingrid will select the candidates based on the selection criteria set out and invite accepted companies to submit the tenders. The Tenderers that have sent the tenders meeting the set minimum criteria will be invited to negotiations and to submit final tenders.
The invitation to submit tenders will include more detailed information on the scope and contents of the contract, specifications, requirements, award criteria etc. and it will be sent only to the qualified tenderers, tentatively in October 2023. Fingrid reserves the right to reject all the tenders.
The Contract will be awarded to the successful Tenderer as soon as practicable, however during the validity period of Tenders.
The Client is obligated to comply with the Act on the Contractor's Obligations and Liability when Work is Contracted Out (Tilaajavastuulaki 1233/2006 "Contractor Obligations Act"). The Applicant is obligated to comply with the Contractor Obligations Act with regard to its Subcontractors, and to ensure that each Subcontractor in the subcontracting chain complies with the Contractor Obligations Act. During the procurement process the Applicant will be required to provide proof that the Applicant is in compliance with the Act. This proof is required for a contract to be signed. Further, this proof is required to be re-provided during the contract period in 3 - 12 month intervals. The interval is decided by the Client.
