Installation, hosting and support of Jems - Joint electronic monitoring system

This award procedure aims at selecting an IT service provider for the installation, small development and maintenance services related to “Jems” software as well as hosting services of the system.
Jems is a management tool for Interreg programmes. The software will be used during the programming period 2021-2027 until the closure of the programmes in 2031 (estimation).

The Council of Oulu Region has, as the Managing Authority, prepared for the implementation of the Karelia Programme 2021-2027 and launched a procurement for the intallation, hosting and support of Jems, the Joint electronic monitoring system to be used in the management of the Programme. The system was to be used during the programming period…
… 2021-2027. The procurement ”Installation, hosting and support of Jems – Joint electronic monitoring system” was published on the Hilma portal on the 17th of December 2021. Within the deadline four tenders were submitted. After the deadline for the submission the European Commission announced on its letter dated on the 2nd of March 2022 that due to the Russian military aggression towards Ukraine the cooperation within the ENI CBC Programmes between the EU and Russia is suspended. The preparation of the Interreg NEXT Programmes was also discontinued. The procurement is firmly linked to the implementation of the Interreg NEXT Programmes. In the current situation there is neither need nor prospect for the acquisition.
