By commission of the Ports of Turku and Mariehamn, the Strategic procurement unit of the City of Turku requests participation applications for an Automooring ship attachement system for car and passenger ferries. This first phase involves requesting those willing to participate in the procurement procedure to enroll with a participation application. No less than three (3) and no more than five (5) candidates that meet the suitability requirements will be selected from among the enrollees for the competitive bidding process to be arranged in accordance with the negotiating procedure.

Separate procurement agreements will be prepared for the Port of Turku and Port of Mariehamn. The ports will be invoiced based on separate agreements and the ordered solutions. The procurement will adhere to the Act on Public Procurement and Concession Contracts (1397/2016), including its amendments and any lower-level provisions issued by virtue thereto, as well as the applicable portions of the General Terms of Public Procurement in Supply Contracts (JYSE 2014, Supplies, April 2017, updated version).

The procurement includes an attachment system for automooring ships utilising negative pressure and vacuum coupling, as well as the delivery, installation, testing and operation training for the system at the Ports of Turku and Mariehamn. Port of Turku requires six (6) automooring devices with control systems and software installed on ready ground for use at separately specified ferry berth V1. The anticipated total value of the acquisition is 3 000 000 EUR.

The tendered arrangement must include the following:
— one (1) on-land control and diagnostic system (main station),
— two (2) control systems to be placed on the vessels,
— remote diagnostics for the warranty period,
— shipping and packaging costs, transport and haulage costs, customs duties, import clearance, taxes and other possible cargo fees and payments imposed by authorities,
— assembly (labour) on site after unpacking,
— equipment installation (labour), including levelling the foundation and connecting the accessories (electric and hydraulic accessories) to the equipment,
— commissioning and training, operating instructions and maintenance instructions Port of Mariehamn requires six (6) automooring devices with control systems and software installed on a ready ground for use at separately specified ferry berth 3. The anticipated total value of the acquisition is 3 000 000 EUR.

The entire procurement for the Port of Mariehamn, including the automooring system and equipment, must be installed and operational by the end of April 2020. Option 1: As an option, the Port of Mariehamn is requesting a tender for six (6) automooring systems to be installed with control systems and software installed on a ready ground for use at separately specified ferry berth 6. The anticipated total value of the acquisition is 3 000 000 EUR.
