The purpose of this invitation to tender is to procure student survey services. The task of the service provider is to draw biannual evaluation reports on the student experience at Finnish universities during a period of three years with an option of 1 year period. The students to be surveyed will have received their Bachelors' degrees, or in the fields where Bachelors are not awarded, they have studied for 3 years. The objective of the Student Survey Instrument Service is to capture data that allows universities to identify and locate any issues with the student experience at the level of faculty or specific programme. The Student Survey Instrument must provide for an ability to mutually benchmark Finnish universities and to benchmark them against European peer groups. The Student Survey Instrument must also include a provision for any Finnish university to add institution specific questions to the survey. Credit history and financial standing.
The tenderer assures that their financial resources are adequate considering the scale and standard of the procurement.

— The Contracting Authority may verify the information on the tenderer's financial standing from public records.
Subcontractors.
The Tenderer will be responsible for the actions of any subcontractors used by them as for their own.

The Tenderer must present a minimum of 3 years' experience of at least one student survey instrument that collects feedback from domestic students and uses learning outcomes as a part of the student experience. The reference must cover at minimum 15 universities (excluding universities of applied sciences or corresponding applied higher education institutions) in at least three EU/ EEA/ EFTA countries (Finland excluded) of which at least one is a Nordic country, Germany or the Netherlands.

Sopimuksen toteuttaminen

All prices must be stated in Euros (EUR) and exclusive of value-added tax (VAT 0 %).
Terms of Payment:
Payments will be made against invoices. Invoices will be due 30 days from the arrival of an acceptable invoice, with a rate of overdue interest laid down in the Interest Act (633/1982).
The Service Provider will send the invoices directly to the universities that participate in the student survey. The total annual payment will be divided between universities based on proportional shares which will be provided by the Contracting Authority.
