The procurement is divided into two (2) lots: - LOT 1 Distributed Acoustic Sensing (DAS) interrogator - LOT 2 Distributed Temperature and Strain Sensing (DTSS) interrogator or Distributed Strain Sensing (DSS) interrogator. Please see the descriptions for each lot. GTK's goal is to acquire at least the DAS interrogator (LOT 1). If GTK's budget allows, it will also acquire the DTSS or DSS interrogator (LOT 2).

Hankinnan kuvaus:

The Geological Survey of Finland (hereinafter "GTK") is acquiring one (1) Distributed Acoustic Sensing (DAS) interrogator, all the software and hardware which are needed to operate the DAS interrogator and documentation (hereinafter "DAS interrogator"). The procurement also covers spare parts for the DAS interrogator. The procurement covers also the following services: - delivery of the DAS interrogator (DDP, Incoterms 2020) - online guidance and assistance in installation of the DAS interrogator - one (1) day online training - repair services for the DAS interrogator. Products and services are specified in more detail in Appendices 1a "Procurement description LOT 1" and A "Contract". CONTRACT TERM The Contract (Appendix A) shall come into effect and be binding upon the Parties when it is signed by both Parties and shall remain in force until all contractual obligations based on the Contract have been fulfilled. The delivery schedule for the DAS interrogator is specified in Section 10 of the Contract (Appendix A). The supplier shall offer repair service and spare parts at the minimum for five (5) years from the delivery of the DAS interrogator. The 5-year period includes the 24 month warranty period.

Risk Indicator: The tenderer's economic and financial standing shall be sufficient to deliver the products and provide the services covered by the Contract. The tenderer's economic and financial standing is considered to be sufficient if the tenderer's rating is Low Risk or Moderate Risk in Suomen Asiakastieto Oy's Rating of Business. The tenderer's economic and financial standing may also be assessed on the basis of financial statements and/or other reports which shall be provided on request and on the basis of reports obtained by the contracting entity on its own initiative. A tenderer with a High Risk in Suomen Asiakastieto Oy's Rating of Business or whose economic and financial standing is estimated to be equivalent to High Risk shall be excluded from the tender competition. If the tender is submitted by a group, this requirement applies to all members of the group.

Reference requirement: The reference requirements for the tenderer's experience are set in the Appendix B1 "References LOT 1". The tenderer shall meet all the reference requirements set for the tenderer's experience. The tenderer shall fill in the Appendix B1 "References LOT 1" in accordance with the instructions and requirements set in the appendix. The tenderer shall upload the filled in appendix to the tab "Enter procurement object information" of the eTendering system. If the tender is submitted as a group, the members of the group may meet the reference requirements together. If the tender is submitted as a group, the group leader shall submit ESPD forms for completion in the eTendering system to other members of the group. See instructions from the Appendix C "Instructions for resource units, group members and subcontractors in the ESPD-form". Moreover, the tenderer may rely on the resources of other entities (resource units) in order to meet the reference requirements. The capacities of other entities may be used to meet reference requirements only if the resources of the resource units are in the tenderer's use while executing the procurement. If the tenderer relies on the resources of resource units in order to meet the reference requirements, the tenderer shall submit ESPD forms for completion in the eTendering system to the resource units. The economic operator is in any analogous situation like bankruptcy arising from a similar procedure under national laws and regulations.

The economic operator is bankrupt.

The economic operator itself or any person who is a member of its administrative, management or supervisory body or has powers of representation, decision or control therein has been the subject of a conviction by final judgment for corruption, by a conviction rendered at the most five years ago or in which an exclusion period set out directly in the conviction continues to be applicable.

The economic operator is in arrangement with creditors.

The economic operator itself or any person who is a member of its administrative, management or supervisory body or has powers of representation, decision or control therein has been the subject of a conviction by final judgment for participation in a criminal organisation, by a conviction rendered at the most five years ago or in which an exclusion period set out directly in the conviction continues to be applicable.

The economic operator has entered into agreements with other economic operators aimed at distorting competition.

The economic operator has breached its obligations in the field of environmental law.

Any person who is a member of the economic operator’s administrative, management or supervisory body or has powers of representation, decision or control therein has been the subject of a conviction by final judgment for work safety offence, working hours offence, work discrimination, extortionate work discrimination, violation of the right to organise or unauthorised use of foreign labour.

The economic operator is aware of any conflict of interest, as indicated in national law, the relevant notice or the procurement documents due to its participation in the procurement procedure.

The economic operator or an undertaking related to it has advised the contracting authority or contracting entity or otherwise been involved in the preparation of the procurement procedure.

The economic operator is guilty of grave professional misconduct.

The economic operator has experienced that a prior public contract, a prior contract with a contracting entity or a prior concession contract was terminated early, or that damages or other comparable sanctions were imposed in connection with that prior contract.

The economic operator has breached its obligations in the field of social law.

The economic operator has breached its obligations relating to the payment social security contributions, both in the country in which it is established and in Member State of the contracting authority or contracting entity if other than the country of establishment.
