(hereinafter SAMK) hereby grants you the opportunity to submit a tender regarding CO2 and logistics activity application to be used in three Finnish (incl. Åland) ports (Rauma, Pori & Mariehamn), two Swedish ports (Oxelösund & Norrköping), one Estonian port (Tallinn) and one Latvian port (Riga). Purpose/aim of the Tender: This procurement refers to the acquisition of a CO2 and logistics activity ICT application. That is, an ICT tool for reducing and calculating CO2 emission in port. In this procurement, pilot ports (Rauma, Pori, Norrköping, Tallinn, Oxelösund, Mariehamn, Riga) will use the ICT Tool as part of this project. The procurement relates to the development of a CO2 and logistics activity ICT application to reduce and calculate CO2 emission in port and also making the logistic chain more efficient. The basic principle of the CO2 and logistics activity ICT application is to identify different emission sources, calculate emissions and improve the port's logistic chain (intermodal/multimodal). Based on the gathered data ICT tool will also include “Guidance Tool” to help ports to improve their energy efficiency and decrease their CO2 emissions. This emission collection should be based on multiple sources or their combinations: Straight from the source – API e.g electric company Calculated – purely based on formulas Manual – manual data input Combination – any combination mentioned above e.g number of vehicles coming in the port + estimated emission calculation for each vehicle By calculating the emission the port has a better view of their emissions and is able to develop their operations. Purpose/aim of the Tender:

Financial Position: The credit rating of a tenderer, to be approved, shall be at the minimum creditworthy. For Finnish tenderers, the Procurement Unit will carry out a credit check with help of Suomen Asiakastieto Oy. If the Tenderer is outside of Finland, the tenderer shall provide a certificate of financial status, not older than 2 months, from finance Company.

Liability Insurance: In case of a contractual signing, the Tenderer shall have a liability insurance for the commitment. The Tenderer shall hold liability insurance for his business which includes the commitment under this contract. Liability Insurance shall be valid throughout the contract period. Insurance certificates shall be submitted to Procurement Unit on request.

Subcontractors: If a subcontractor will be used, the name of the organization and the part they intend to perform shall be stated in a separate document (Subcontractors). Upon request by Procurement Unit, tenderer shall be able to present a cooperative agreement or similar, showing that each subcontractor agrees to make the necessary resources available.

Project and timeplan: The Tenderer must attach a preliminary project and timetable, linked to the mentioned milestones in ADDITIONAL INFORMATION FOR PROCEDURE/ Description of the procedure, that clearly describes the implementation Project scope and length, area of responsibility for each party and measurable milestones.The project must be done according to an iterative implementation, where all partners and pilot ports and the supplier have frequent reconciliations during the process.

Quality: Tenderers shall apply quality control procedures to ensure that work is carried out in such a way that the agreed scope and quality is achieved and maintained. Requirements for evidence: The tenderer shall attach a summary describing how the tenderer will work with quality assurance and other controls, including the procedures to document them and/or a copy of quality certification.

References: Tenderers must have experience of similar assignments of a similar nature and scope (ICT solutions digital system) and where the delivery, according to previous clients, is confirmed to have been contractual and satisfactory.The Tenderer must have delivered at least one (1) system, but if possible two (2) and then with the following requirements.The requirement can be met as follows: ICT solutions digital system that is not older than two years (calculated from the last day of tender). A report of maximum two (2) a fore mentioned previously completed assignments shall be provided.
