Camera system for short- and midwave infrared region (wavelength band of 1.5 – 5.0 µm or wider) equipped with fast spinning filter wheel synchronized with frame capturing. The camera system shall be capable of measuring with image resolution of 640x512 pixels or better, at seven (7) or more wavelength bands and at least 40 frames per second per wavelength band during a single recording. Secondly the camera system shall enable measuring through a single filter when the wheel is not spinning 320 frames per second. Camera system shall contain broadband optics with horizontal field of views 20 °, 10 °, 5 ° and 2,5 ° with tolerance of ± 20 %. The camera system shall contain an internal or a local memory allowing at least 120 seconds long full frame and full bit resolution measurements with frame capturing speed of 320 frames per second or faster. The camera system is applied to measure the radiometric images of the end-user vehicles and platforms, test and evaluate the performance of different kind of products in acceptance tests, and other relating experiments. The camera system is used indoor and outdoor conditions and it needs to be protected against water and dust at the minimum level of IP54. The camera system is expected to be in operational use from year 2025 to 2032. Annual operation time is approximately 400 hours. The delivery time of the camera from the order to the delivery shall not exceed eight (8) months. All Products shall be delivered to the Customer by 29.8.2025 (including the site acceptance tests in Finland) .

The competitive bidding shall be conducted as an open EU procurement procedure in accordance with the Act on Public Procurement and Concession Contracts (1397 / 2016, later referred to as the Act). The procurement shall not be divided between different Tenderers. To ensure the maintenance and availability of the Supplies, it is not possible to divide the procurement into parts. Tender and all the attached documents (appendices) shall be in English. No remuneration shall be paid to Tenderers for drawing up and submitting, presenting or participating in the procedure in any other way. The Tenderer shall cover any costs incurring from participating in the competitive Tender. The Tenderers are checked for the suitability requirements set forth by the Contracting Entity before the processing of the Tenders. Any Tenderer which does not meet the suitability requirements or which is subject to any of the exclusion criteria provided in Section 80 of the Act shall be excluded from the competitive bidding. Any Tenderer which is subject to any of the exclusion criteria mentioned in Section 81 of the Act may also be excluded from the competitive bidding. The phases of the procurement are as follows: 1. Contract notice on HILMA and in the Official Journal of the European Union 2. Tenderer inquiries 3. Contracting entity’s answers to the inquiries 4. Submitting Tenders 5. Processing Tenders a. Menettelyn tärkeimmät piirteet

The economic operator is aware of any conflict of interest, as indicated in national law, the relevant notice or the procurement documents due to its participation in the procurement procedure.

The economic operator or an undertaking related to it has advised the contracting authority or contracting entity or otherwise been involved in the preparation of the procurement procedure.

The economic operator is guilty of grave professional misconduct.

The economic operator has experienced that a prior public contract, a prior contract with a contracting entity or a prior concession contract was terminated early, or that damages or other comparable sanctions were imposed in connection with that prior contract.

The economic operator has breached its obligations in the field of social law.

The economic operator has breached its obligations relating to the payment social security contributions, both in the country in which it is established and in Member State of the contracting authority or contracting entity if other than the country of establishment.

The business activities of the economic operator are suspended.
