Airborne Camera System for Stereo Mapping and Orthophoto Production

National Land Survey of Finland

The National Land Survey of Finland (NLS) is acquiring one (1) airborne camera system for stereo mapping and orthophoto production, all the software and hardware which are needed to operate the airborne camera system, image processing software, and documentation (hereinafter "Product"). Product is specified in more detail in Appendices 1a "Description of the procurement" and 1b "Mandatory requirements". The procurement also covers the following services: - delivery of the Product - guidance and assistance in installation of the Product to the National Land Survey of Finland's airplane - geometric and radiometric calibration of the Product - basic and advanced training - maintenance services for the Product according to Clause 21 of Appendix A "Contract" and Appendix 1c "Requirements for maintenance". CONTRACT PERIOD The Contract (Appendix A) comes into force on the date of signing of the Contract. The delivery schedule for the Product is specified in Clause 9 of the Contract. The Contract is in force until all obligations under it have been fulfilled. The supplier shall provide the maintenance services according to Appendix 1c "Requirements for maintenance" for a fixed period of 7 years. After the fixed period the supplier shall provide the maintenance services according to Appendix 1c until further notice. The 7-year fixed period includes the warranty period. OPTION During the contract period of the maintenance services, the NLS has an option to upgrade the camera system components to newer, improved versions. Such components may include a solution to prevent GNSS interference (e.g. jamming). The content and price of the upgrade will be agreed separately between the NLS and the supplier. The terms of the Contract and the Appendix 1c "Requirements for maintenance" shall apply to the upgrade as applicable.

Economic or financial requirement: The tenderer's economic and financial standing shall be sufficient to deliver the products and provide the services covered by the Contract. The tenderer's economic and financial standing is considered to be sufficient if the tenderer's rating is Low Risk or Moderate Risk in Suomen Asiakastieto Oy's Rating of Business. The tenderer's economic and financial standing may also be assessed on the basis of financial statements and/or other reports which shall be provided on request and on the basis of reports obtained by the contracting entity on its own initiative. A tenderer with a High Risk in Suomen Asiakastieto Oy's Rating of Business or whose economic and financial standing is estimated to be equivalent to High Risk shall be excluded from the tender competition. If the tender is submitted by a group, this requirement applies to all members of the group.

Reference requirement: Reference requirements: • The tenderer shall have proven experience on successfully delivering at least five (5) large format photogrammetric airborne frame cameras. • The reference customers shall have accepted the deliveries between 10.1.2022-9.1.2025. The tenderer shall meet all the reference requirements set for the tenderer's experience. The tenderer shall fill in the Appendix B "References" in accordance with the instructions and requirements set in the appendix. The tenderer shall upload the filled in appendix to the tab "Enter procurement object information" of the eTendering system. If the tender is submitted as a group, the members of the group may meet the reference requirements together. If the tender is submitted as a group, the group leader shall submit ESPD-forms for completion in the eTendering system to other members of the group. See instructions from the Appendix C "Instructions for resource units, group members and subcontractors in the ESPD-form". Moreover, the tenderer may rely on the resources of other entities (resource units) in order to meet the reference requirements. The capacities of other entities may be used to meet reference requirements only if the resources of the resource units are in the tenderer's use while executing the procurement. If the tenderer relies on the resources of resource units in order to meet the reference requirements, the tenderer shall submit ESPD-forms for completion in the eTendering system to the resource units.
