… pilot-scale test rigs for Water Pilot Mintec 2.0 Laboratory (Water Pilot Lab) in GTK, Outokumpu, Finland.
… water treatment pilot-scale test rigs for “Water Pilot Laboratory” (“Water Pilot Lab”) in the Geological Survey of Finland, Outokumpu, Finland.
The turn-key delivery includes:
(a) design and engineering of automated pilot-scale industrial water treatment tests rigs based on the subject and requirements of the procurement,
(b) delivery and installation at the Water Pilot Lab,
(c) test startup, documentation, and training.
For clarity, equipment and supplies that are required for the proper operation of the laboratory are included in the procurement.
Four pilot-scale test rigs must address the following processes for the treatment of water from the industrial sector (extractive sector effluents:
Test-rig 1: Chemical coagulation (coagulation stage and flocculation stage) or multi-stage chemical precipitation (first and second stages) followed by sedimentation.
Test-rig 2: Electrochemical treatment (e.g., electrocoagulation, electrooxidation) followed by sedimentation.
Test-rig 3: Adsorption and ion exchange process (fixed-bed columns).
Test-rig 4: Membrane technologies (microfiltration, ultrafiltration, nanofiltration, reverse osmosis) with prefiltration.
Ancillary equipment: Chemicals dosing station (6 lines), filter press for sludge dewatering, inlet and outlet buffer tanks (standard 1 m3 IBC containers).
The estimated test-rig capacity does not exceed 250 L/h. Test-rig sizing and actual nominal capacity will be determined with the Vendor based on available module size and laboratory footprint (Water Pilot Lab total space: 85 m2 with a maximum height of 3.5 m). Required mode of operation: batch and continues. Process control and automation are required. Remote control is also necessary. Each test rig has to be individually monitored for process parameters depending on process requirements. Flow rate, pressure, and basic physico-chemical water quality parameters (measured with commercially available probes) are among these parameters.

Each test rig has to work individually and as a part of a customisable interconnected water processing chain. Connections between test rigs are needed to ensure complete operation flexibility, allowing the possibility to connect test rigs in any order.

The number of candidates is limited due to the competition negotiated procedure. Conduct negotiations with unlimited candidates significantly complicates the tender process.
A maximum of three (3) candidates will be invited to the negotiations. If there are less than three (3), suitable candidates, the Contracting Authority may continue the procedure by inviting all candidates who meet the eligibility criteria to submit a preliminary tender.

The Contracting authority has noticed that the scope of the contract has been too wide and the specifications and requirements for the water pilot laboratory have been too demanding compared to the budget allocated for the Water Pilot Laboratory. This has resulted in the other tenderer withdrawing from the competition due to the Contracting authority’s reserved budget for the contract and the other tenderer giving an offer exceeding double the Contracting authority’s budget for the procurement. Contracting authority will prepare a new procurement procedure on “Water Pilot Mintec 2.0 Laboratory (Water Pilot Lab)”. The new procurement procedure is a new and separate process in relation to a suspended procurement procedure.
