NSL3 FGC-HP, Heat Pump Plant of Flue Gas Condenser System

Tampereen Sähkölaitos Oy is building a new CFB boiler plant to replace existing 200 MW NSL2 BFB boiler combusting forest biomass and peat plant in Naistenlahti, Tampere. The Purchaser will also renew the power plant’s solid fuel reception, screening, storage and conveyor equipment, as well as other necessary systems serving the new boiler plant. The Purchaser is named the project NSL3.
This Contract Notice is published to purchase NSL3 FGC-HP (Heat Pump Plant of Flue Gas Condensing (FGC) System). The Supply consisting of the full process delivery of the heat pump plant containing all necessary auxiliary equipment with internal piping, instrumentation, electrification and cabling of full operating plant excluding the main pipe works and the civil works.
Tarjousten vastaanottamisen määräaika oli 2022-04-19. Hankinta julkaistiin 2022-04-01.

The contracting entity decides to suspend the procurement according to section 116 of the Act on the Procurement and Concession Contracts of Units Operating in the VVater and Energy Supply, Transport and Postal…

The reason for suspending the procurement is, that during the procurement process it has become apparent to the contracting entity that the original schedule for both the procurement process and the delivery must be amended considerably. Therefore, the original procurement documents need to be considerably amended to the extent that suspending the procurement and re-tendering the procurement contract is necessary.
The need to amend the schedule of the procurement process and the delivery is due to two reasons. Firstly, the funding decision of the Ministry of Employment and the Economy wi!l not be received according to the original schedule during May-June, 2022. Due to this, the Board of Directors of Tampereen Sähkölaitos Oy cannot make an investment decision according to the original schedule. Secondly, during the negotiations it has come to the contracting entity’s knowledge that the original supply schedule is too short, and Offerers will not be able to comply with the Invitation to tender. At this time the contracting entity does not have the necessary information to set out a new procurement process or delivery schedule, but it is expected that the needed delay will be at least a couple of months.
The contracting entity will re-tender NSL3 FGC-HP (NSL3-T100) as a public contract. The estimated time for the new procurement process is autumn 2022.
