The Finnish Defence Forces Logistics Command (later referred to as Contracting Entity) is hereby pleased to call for your tenders for Digital Radiography (DR) systems in accordance with this request for quotation and its appendices.
The purpose of this procurement is to equip the Finnish Defence Forces with new Digital Radiography (DR) systems (8 pieces). DR systems are intended to be used mainly by Finnish IEDD (improvised explosive device disposal) detatcment , but also conscripts and reserve troops will use them.
The procurement includes 6 pieces yearly option for years 2023, 2024 and 2025.

The procurement includes 6 pieces yearly option for years 2023, 2024 and 2025.
Purpose for this procurement is to increase The Finnish Defence Forces (=FDF) efficiency and capability in EOD/IEDD missions.
Operators will use the Digital Radiography (DR) systems to analyse different kinds of suspicious objects. The goal is to find out safe and effective disposal methods for those objects.
One system will be used for approximately four months during a year. Rest of the time it will be in storage.
The DR system shall be fully operable by single operator and it shall be man portable by one person. Operator shall be able to use it by wire or wirelessly. The DR system shall be able to distinguish organic and inorganic material. Operator shall be able to carry the DR system to the object by robot, with both Telerob tEODor and FLIR Packbot 510.

DR Systems will be used in all weather conditions and at any time of the day. In addition, the DR systems will be used in situations where they are exposed to sand, dust, snow and rain. The DR system shall be able to be transported with helicopter. During transportation the DR system is exposed to shocks, vibrations, and pressure and temperature changes.

Requirements of the Digital Radiography (DR) systems shall be according to the Technical definition (Annex 1 Tehnical requirement matrix).
The procurement also covers the setting up the maintenance system for Digital Radiography (DR) systems. The main principle for setting up the maintenance is that the Finnish Defence Forces or Millog Oy personnel will be able to do operational and preventive maintenance by exchanging simple, external, consumable spare parts and line replaceable units in Finland. More information of the Millog Oy can be found from the Millog Oy’s web-page: www.millog.fi.

Maintenance plan shall be attatched to the tender.
The Supplier shall provide training courses for operators, trainers and maintenance personnel (level 1 and 2) including the strategic maintenance partner Millog Oy. The courses must be arranged in Finland. Training courses shall be included to the price.

This procurement includes six (6) pieces annual option of Digital Radiography (DR) systems for the calender years 2023-2025.
Options shall be redeemed yearly not later than the last day of November. The use of the Option is at the sole discretion of the Customer. The annual option will be used fully or partly.
