The subject-matter of the framework agreement is the provision of service flight services to the Customer on the terms and conditions defined in this Invitation to Tender and its Annexes.
The service flight services are passenger and/or cargo flights. Cargo carried in cargo facilities may include military supplies, weapons, and dangerous goods and substances.
The service flight services are used by The Finnish Defense Forces.
Service flight services mainly depart from and return to Finland (mainly Tampere-Pirkkala). Flights can be to/from war, crisis and risk areas.
The requirements are further described in this invitation to tender and its annexes.

Arvioitu kokonaisarvo: 2 600 000 EUR 💰
Lyhyt kuvaus:

This framework agreement covers the provision of service flight services (customer specific destinations and timetables) in accordance with this Invitation to Tender and with aviation legislation and regulations. This framework agreement does not cover air transport services provided with helicopters.

The service flight services are passenger and/or cargo flights. The service flight services are used by The Finnish Defense Forces.

Finnish Defence Forces may take abroad other countries armed forces personnel and/or cargo in relation to common operations abroad. Some of the service flights may also be shared with other domestic authorities, etc. In these situations, Finnish Defence Force is still the only customer.

The Framework agreement is divided into two categories:

1) Category 1 service flights for passengers and cargo;

2) Category 2 service flights for cargo.

General requirements for Service Flight Services:

The tenderer shall be able to provide the following flight-related services:

— acquiring overflight and landing permissions if required by the customer;

— operational service 24/7;

— flight monitoring services.

The categories of aircrafts required to provide the Service Flight Services

The tenderer shall be able to provide service flights in all of the following aircraft categories and with the aircraft types mentioned.

CATEGORY 1 Service flights for passengers and cargo:

The tenderer shall be able to provide service flight services with the following aircraft types, which shall be priced in the tenderer’s tender:

— aircrafts for at least 100 passengers;

— aircrafts for at least 180 passengers;

— aircrafts for at least 220 passengers.

The aircrafts used for this service shall be registered in 2000 or after.

CATEGORY 2 Service flights for cargo:

— capacity of the aircraft is at least 20 tons of cargo;

— capacity of the aircraft is at least 40 tons of cargo;

— capacity of the aircraft is at least 60 tons of cargo;

— capacity of the aircraft is at least 100 tons of cargo;

— capacity of the aircraft is at least 140 tons of cargo.

There are no age limits for cargo aircrafts.

Vaihtoehtojen kuvaus:

This invitation to tender includes the option to extended the contract with two (2) years 1 October 2023-30 September 2025.
