Turun Seudun Energiantuotanto Oy (TSE) is planning to build a heat pump plant for district heating production. The heat pump would use cooling water from an industrial site as a heat source. The estimated heat output of the heat pump system would be around 40-60 MW and the heat will be transferred to the local district heating network. The contracting entity reserves the right to invite to the procurement procedure a minimum of three (3) and maximum of five (5) bidders. If there is more than five (5) bidders the contracting entity reserves the right to select those five (5) bidders that have the largest number of similar references during the last five (5) years. The candidate must meet all the requirements set out in Section III.1.3). subsections 1 and 2. Any qualification is made in such a way that the candidates to be selected to the bidding process are ranked based on the number of references in Section III.1.3) Technical and professional ability sub-section 3. If 2 or more candidates have the same number of references calculated based on the sub-section 3, they are ranked based on the number of references set out in sub-section 1 that exceed the mandatory minimum requirements. The equivalence and number of references are evaluated based on the written report submitted by the candidate. The contract is based on the general terms NLM 10E with TSE adjustments, will be issued later.

The scope of supply is the full process delivery of equivalent amount of units for around 40-60 MWth water to water heat pumps containing the all necessary auxiliary equipment with piping and cabling (cabling from terminal boxes to control panel) of full operating plant excluding the main pipe work and the civil works, commissioned and the test run completed and ready for commercial operation on the client's site. Due the strictly separate kept waste heat circuits (closed industrial cooling water) the heat pumps shall be installed as two similar lines (i.e. 2 x 2 units). All necessary dimensions, load and process information for designing the civil constructions and foundations is included in the supply. Each of the heat-pump units are to be installed on a steel base frames provided with motor, compressor and heat exchangers (evaporator, condenser, aux. cooling), etc. to form a complete heat pump unit. The system shall be designed to minimise loss of refrigerant. Welded fittings are in preference to flanged connections wherever possible. The process delivery of the plant with auxiliary systems shall include at least but not limited to the following equipment, their installation, commissioning and testing:

— heat pump units with complete connections with all necessary materials (bolts, nuts, etc.) and works of fixings, erections and installations (assembly of unit, painting and thermal insulation),

— refrigerant system with all needed auxiliary equipment and piping,

— lube oil system for required lubrication, with all needed auxiliary equipment, and

— cooling water system with all needed auxiliary equipment and piping,

— all pipe work of the unit inside the delivery limits,

— complete protection system for heat pump,

— control, indication and measurement equipment with instrumentation and supervision system with all necessary functions, auxiliaries and accessories,

— motor line equipment including necessary cubicles and terminal boxes with all necessary auxiliaries and accessories,

— protective line side surge arresters and capacitors with all necessary auxiliaries and accessories,

— all cabling inside the scope of supply of the supplier’s equipment,

— complete design of the process, design documents, instructions, etc. in the scope of supply are included in the delivery as per described in document submittal schedule,

— spare parts according to supplier’s recommendation for operation of 2 years (to be listed with unit prices with the tender by the supplier),

— all necessary special tools needed for installation, erection, maintenance etc. of equipment and systems shall be included in the delivery, separate list shall be submitted with the tender by the supplier,

— factory tests and site tests of supplied equipment, separate list of tests shall be submitted with the tender by the supplier,

— commissioning and test run,

— process design (option for whole plant automation),

— training of client's operating and maintenance staff,

— maintenance contract (option).

Kelpoisuus harjoittaa ammattitoimintaa:

TSE is entitled to exclude a candidate that does not meet the criteria set by the Act of Contractor’s Obligations and Liability 1233/2006. The candidates shall provide the following documentation:

— documentation showing whether the enterprise is entered in the prepayment register and in the employer register in accordance with the Act on Prepayment of Tax (1118/1996), and registered as VAT-liable in the value added tax register in compliance with the Value Added Tax Act (1501/1993),

— an extract from the trade register or equivalent information otherwise obtained from the trade register,

— documentation showing that the enterprise does not have tax debts,

— certificates of employee’s pension insurances taken out and of pension insurance premiums paid, or documentation showing that a payment agreement on outstanding pension insurance premiums has been made,

— documentation showing the collective agreement or the principal terms of employment applicable to the work alternatively, the fulfillment of the above criteria can be proved with the customer liability report (Tilaajavastuuraportti).

Taloudellinen ja rahoituksellinen asema:

The candidate must have sufficient financial and operational capacity to carry out the procurement in question. Criteria(s) to be fulfilled:

— the company's annual turnover need to be at least 15 000 000 EUR during the last three (3) years. In addition, the cumulative operating income must be positive over the last three (3) years. If a company is participating as a group/consortium, the combined turnover of the companies, who will sign the final agreement with TSE in the group/consortium need to fulfill the turnover requirement. The turnover of a single company do not need to fulfill the turnover requirement as long as the combined turnover of the group/consortium fulfills the turnover requirement.

Document(s) to be submitted:

— financial statements of the candidate for the period of last three (3) financial years (2016, 2017 and 2018 /three latest financial years of the candidate). Candidates that have been established later shall submit the aforementioned documents for the period of operation.

Tekninen ja ammatillinen pätevyys:

1) Minimum reference requirement: these references refer to the minimum references which affect the selection of the candidates. The candidate must have experience during the last five (5) years (9/2014 — 9/2019) of at least two (2) deliveries from similar base load waste heat recovery heat pump of high temperature (condenser output 85

— with recovered thermal power (to the district heating water) of at least 10 MW (base load type with proven track of operation),

— high condenser temperature (at least 85

— at least 10 MWth unit size (heat output per unit).

2) The candidate must have a valid certified quality assurance system (ISO-9001 or equivalent);

3) Comparative references: these references refer to non-minimum references which affect the candidate comparison and must be different references than those indicated by the candidate to meet the minimum reference requirements (Evaluation Point 1). The experience of the candidate without time constraints of deliveries of heat pumps or chillers and under similar conditions than in this acquisition (including full responsibility for engineering, manufacture, installation and commissioning per reference) that have been taken into commercial operation. The total number of the references of the candidate are taken into account in the comparison, provided that the reference contains an industrial size heat pump or chiller and that at least one of the requirements listed below is met:

— at least 5 MWth unit size,

— base load type of equipment with proven track of operation,

— low GWP refrigerants.

The equivalence and number of references are evaluated based on the written report submitted by the candidate. 4. The contractor must have a maintenance and spare parts center in Europe and maintenance must be available in Naantali within twenty four (24) hours of contacting;

5) Project language is English and Finnish when applicable (personnel in charge of site and safety).
