Lyhyt kuvaus:
In Finland there is a strong expertise for heavy duty vehicles, forestry and mining machines. Also, ICT industry is remarkable and this expertise brings new possibilities to create more efficient solutions. Oulu is the only area in Finland in which the education for automotive and machinery is carried out from the vocational education to engineering and research education. With this procurement the educational environment for the heavy duty machines is strengthened. Research activities for the development of future technologies requires up-to-date environment. The laboratory includes a heavy duty vehicle testing unit for powertrain systems and it can be relocated to be in the immediate presence of industrial product development environments. Turnkey construction of the RDI environment is needed for the following reasons:

— testing activities are supposed to start immediately after the laboratory has gone through the final acceptance test on Linnanmaa campus area,
— resources appointed to the procurement are small. Oulu University of Applied Sciences do not have enough human resources (amount and know-how) available for the laboratory building. Resources are reserved for the negotiations and coordination,
— the budget for the procurement is 2 500 000 EUR (VAT 0 %). It includes the implementation and testing of the new Mobilab RDI environment,
— with turnkey construction the functionability of the laboratory is confirmed: total delivery, product support, extensibility,
— responsibility of the functionality of the system is provided by the supplier.
The Mobilab RDI environment is meant for:
— research and testing for the research organizations,
— new product development for the companies,
— education,
— improving the technology awareness.
The communication and cooperation during the whole procurement is important for us for several reasons. The total procurement is large and even small misunderstandings might cause significant risks. The OEM experience from the Mobilab stakeholders is important throughout the negotiations. Oulu University of Applied Sciences (OAMK) and University of Oulu as higher educational institutes does not have the same experience and demand for heady duty vehicles as the stakeholder company customers. Therefore the stakeholders' technical experience is highly appreciated for the specifications of the laboratory environment. The supplier must be able to present a few alternative options, which are evaluated also from the stakeholders´ point of view.

Final acceptance tests must be done until 30.11.2020. This innovation partnership is part of larger project, which will be ended by 31.12.2021.
