Kotka Maritime Research Association invites you to submit a tender for carrying out the stakeholder mapping and management for the EU-funded project Complete. Qualified external service provider will be sought to carry out the stakeholder mapping /analysis and establishing and managing the stakeholder group. External service provider will moderate the demanding stakeholder meetings and discussions. External service provider will produce the written Roadmap for the harmonized biofouling management based on the project outputs and stakeholder feedback.

Complete project is oriented on active communication and involvement all project target groups with aim to develop a proposal of a Roadmap for harmonized biofouling management for Baltic Sea Region.
The dialogue and cooperation with the target groups will be established by a structured stakeholder involvement process. Relevant stakeholders will be mapped and a stakeholder database will be created for planning and targeting the communication activities to and exchange between the relevant target groups. An Advisory Group (AG) will be established by inviting stakeholders (associated organizations and additional target groups) as a platform for interactive cooperation. AG representatives will be engaged actively and involved in the development and testing of project products, giving their experiences and feedback during the product development.

Qualified external service provider will be sought to carry out the stakeholder mapping /analysis, and establishing and managing the stakeholder group and the respective involvement in the project work packages. The external service provider will moderate the demanding stakeholder meetings and discussions. The external service provider will produce the written Roadmap for the harmonized biofouling management based on the project outputs and stakeholder feedback in close cooperation with the Complete project partners.

The produced project guidelines and recommendations will be reviewed and supplemented during the regional round table discussions and mid-term conference, and finalized in the transnational working group meetings, collecting opinions of invited experts from all Baltic Sea at all levels.

Specific tasks for the external service provider in the stakeholder mapping and management process.
— Be informed about the project activities and overall progress.
— Establish a database of main stakeholders.
— Involve the stakeholder group into giving feedback on the project products.
— Moderate stakeholder discussions organized by Complete project.
— Roadmap development.
The requirements for the consultant are following:
— in-depth knowledge of the Baltic Sea region, environmental regulation and legislation concerning maritime traffic and invasive alien species,
— experience in moderating stakeholder discussions among various stakeholder groups,
— fluency in written and spoken English.
The assignment will start immediately after the agreement has been signed. The expected duration of the assignment is 04/2018 – 09/2020. The exact timing of the events organized by the project will be decided in the project group meetings. The progress of the expert work will be presented by the service provider at the project meetings. The roadmap proposal on harmonized biofouling management in the Baltic Sea Region will be written in English. The roadmap proposal shall be finalized no later than 30.6.2020.

The service provider is required to have relevant experience and evidence of producing similar scale services. Qualification is evaluated based on tenderer’s references. The tenderer is kindly asked to insure that the following certificates are up-to-date and shall be provided if requested upon:

Sopimuksen toteuttaminen
Sopimuksen täytäntöönpanoehdot:
All tenderers shall be informed of the procurement decision in writing.
The written procurement contract will be composed after the procurement decision has been made. A contract between the offeree and tenderer is concluded only after both contracting parties have signed the procurement contract. Submitting own contract terms may result in rejecting the tender.
