The purpose of this procurement is to enhance the battery charging capabilities for the Finnish Defence Forces' equipment which uses rechargeable batteries.
Lyhyt kuvaus:
The attached specification (Attachment 1) specifies the requirements for battery charging system and battery charger for sealed rechargeable batteries.
The whole procurement will consist of the following items:
— Battery chargers,
— Power supply cables for AC and DC,
— Battery adapters,
— Carrier bags,
— Vehicle mounting devices.
The main unit is the battery charger with accessories. The procurement includes also spare parts, documentation, training and tools for making the adapters.
Extent of Procurement
The Framework Contract (Attachment 4) is valid for four (4) years from the signing of the Contract.
The battery charging system procurement consists of purchasing the following products:
Battery charger 500 pcs,
DC power cable for the charger 500 pcs,
AC power cable for the charger 500 pcs,
Charger carrier bag 500 pcs,
Battery adapter A 200 pcs,
Battery adapter B 160 pcs,
Battery adapter C 110 pcs,
Battery adapter D 30 pcs,
Vehicle mounting device 100 pcs,
Charging cables (TLI-718) 100 pcs.
The number of products is an estimate and the real amount of products to be purchased during four (4) years of time might be smaller than the estimate.
Scope and Schedule
The aim of this RFQ is to invite binding Quotations from potential Suppliers for the procurement of Battery charging system.
The general schedule of this project is as follows:
— RFQ release 28.7.2017,
— The inquiries, which have been received latest 29.8.2017 will be answered by 5.9.2017,
— Submission date of Quotations is no later than 14.9.2017 at 14.00 in Finnish time (UTC+3 hours),
— RFQ evaluation shall be 09 — 10/2017 including possible tests,
— Customer process to finalize a potential purchase decision: 2 months,
— Potential Framework Contract signature: 4th qtr/2017,
— Prototypes / samples: 1st qtr/2018,
— Testing of prototypes / samples 1st qtr/2018,
— Deliveries: 1st qtr/2018 — 4th qtr/2021.
The schedule for the RFQ evaluation process is an estimate and cannot be considered as binding for the Customer.
This Request for Quotation (‘RFQ’) shall not establish any commitment whatsoever on behalf of the Customer. It is underlined that the RFQ might not lead to any future business with or actions towards the Tenderer.

Sopimuksen toteuttaminen
Sopimuksen täytäntöönpanoehdot:
Any administrative decision of the Customer on the awarding of the Framework Contract to the winning quotation and Tenderer, shall not establish a contractual relationship between the Parties. A binding contractual relationship between the Parties shall be, and shall be deemed to be, established only after a valid procurement contract has been signed by and between the Parties.

The Act on Public Contracts and Concession Contracts (the Public Contracts Act, 1397/2016) 129 § states that the procurement contract can be signed at the earliest 14 days from the date on which the parties have been informed of the decision of the contracting entity (waiting time).

Before signing the Framework Contract, the Winning Tenderer will be requested to provide a statement referred in section 88 (4) of the Public Contracts Act (1397/2016) regarding mandatory criterias for exclusion referred to in section 80 of the Public Contracts Act (1397/2016).
