The call for tenders will be carried out as an open procedure in accordance with the Act on Public Procurement and Concessions for Entities operating in the Water, Energy, Transport and Postal Services Sectors (1398/2016, later referred to as "the Special Sectors Procurement Act"). The estimated value of the procurement exceeds the EU threshold under the Special Sectors Procurement Act.
No compensation will be paid to tenderers for preparing and submitting a tender, for presentation or for any other participation in the procedure. The costs incurred by the tenderer in participating in the call for tenders are borne by the tenderer.
Before examining the tenders, it is checked whether the tenderers meet the eligibility criteria set out in the ESPD. Tenderers who do not meet the eligibility criteria or who are subject to the exclusion criteria set out in Article 84 of the Special Sectors Procurement Act will be excluded from the tender procedure. A tenderer may also be excluded from the tender procedure if he is subject to the exclusion criteria laid down in Article 81 of the Public Procurement Act.
