Innovation Funding Agency Business Finland

The objective of this procurement is to sign a procurement contract with a tenderer for the provision of enhanced know your customer (KYC, AML, PEP) and sanctions screening (hereinafter also 'the solution'). The objective is to find a service that actively reacts to changes in legislation and other external changes without unnecessary delay.
The solution will be used in particular for finding, searching and comparing information of companies as well as other entities from globally available sources to the widest extent possible. The data should be updated on a regular basis and sourced from a wide range of global sources such as national business registers.
As an optional service, the solution can also enable ESG Due Diligence and Adverse Media Screening.
The procurement authority for the external data service is Innovation Funding Agency Business Finland (Business Finland Agency), and the users of the service are employed by the Business Finland Agency. Business Finland Agency requires a non-exclusive license to internally redistribute, use, and share the data orally, in writing, or by electronic means as necessary between the separate entities of the Business Finland organization; Innovation Funding Agency Business Finland, Business Finland Oy, Business Finland Venture Capital Oy, USA Inc. (Business Finland Oy's daughter company in the USA), and Finchi Innovation Ltd. (Business Finland Oy's daughter company in China).

The Contract commences upon the signing and stays in force until further notice (ongoing basis or annually renewing). The Contract is planned to enter into force on Q4/2023 (estimated target).
Vaihtoehtojen kuvaus:
Business Finland Agency has the option to purchase ESG Due Diligence and/or Adverse Media Coverage from the chosen service provider.
The purpose of enhanced supplier ESG due diligence screening is to verify the identity of the supplier from relevant business registries and ensure the sustainability of the company in three specific categories: environmental, social and governance. The purpose of the Adverse Media Coverage Screening is to assist Business Finland in risk management by identifying companies and other organisations that may have had adverse media coverage related to topics such as environment, finance, money laundering, competition regulation and labor.

Additionally, Business Finland Agency can purchase integrations of data to its own systems via API.
Tendering of the options is not mandatory.
The value of the options have been taken into account in the estimated value of the procurement for the years 2023-2027.

Business Finland my enter into a License or Service Agreement with the selected Service Provider. The selected Service Provider's General Terms and Conditions shall be applied. However, the specific contractual clauses defined in the Invitation to Tender by Business Finland Agency shall apply and take precedence over tenderer's own terms, if necessary. See Part "Procurement Criteria" for more details.
