Four of those bases operate MBB-BK117 D2 helicopters ("H145"). FinnHEMS pilots in command and co-pilots have the pilot licence and type rating for the H145. The HEMS crew members ("HCM") and the medical passengers ("MPS") are accordingly trained for the H145 type. FinnHEMS has an operating lease contract for four H145 helicopters. The lease contract is scheduled to terminate at the 31st of March 2028. FinnHEMS is launcing this competitive tender to procure helicopter leasing for four helicopters commencing at the 1st of April 2028 for the period defined in this call for tenders. FinnHEMS HEMS-services are organised on the 24/7 bases, and it is therefore the absolute necessity that there will be no interriuption in HEMS-services when the current lease contracts terminate and the new lease contract starts. FinnHEMS has in place operational service contracts, facilities, type rated mechanics, spare parts, tooling, training arrangements and other related flight operational infrastructure necessary for the operation of the H145 aircraft. Due to considerable arrangements that are required around the operation of an aircraft, and major investments and resources to build the comparable new infrastructure, simultaneously maintaining the 24/7 uniterrupted HEMS-service, FinnHEMS accepts for this lease tender only helicopters that can be operated, maintained, and trained with the H145 type rating and approvals. FinnHEMS helicopter crews subject to operation of the H145 helicopter are trained for H145 type. Organisation of the HEMS-service without the compatibility with the H145 type ratings and approvals, would cause interruption on the medical treatment of the critically injured or ill patients, and major investments in the comparable infrastructure. The procured helicopters will be circulated between the bases due to the operational reasons.
