HUS 596-2025 Large somatic gene panels

With this call for tenders, the Procurement Entity HUS Group (later also ”HUS”) is looking for laboratories from which it could procure large somatic gene panel tests. The procurement includes the following tests: 1. Panel for solid tumors 2. Panel for hematological malignancies 3. Panel for liquid biopsies. The procurement is not divided into lots. A tenderer must offer all the three tests. Two (2) tenderers will be selected as the service providers if that number of tenders meeting the requirements are received. The service providers shall be chosen based on the award criteria stated in this notice. The subject-matter of the procurement and the mandatory requirements of it are described in detail in this call for tenders and in its attachments. A separate contract shall be conducted in writing with both chosen service providers after this tender procedure. The terms of the contract follow the terms stipulated in this call for tenders. The contract will continue until terminated.

The procurement procedure is an open procedure in accordance with Section 109 of the Finnish Act on Public Procurement and Concession Contracts (1397/2016, "Procurement Act"), where any tenderer can participate in. Section 96 of the Procurement Act regarding abnormally low tenders applies to this procurement. By publishing this contract notice and a call for tenders, the Procurement Entity invites tenderers to submit their tenders by the deadline specified in the call for tenders. After the deadline for submitting tenders the Procurement Entity will: 1. open tenders 2. verify answers given to the suitability requirements 3. verify tender's compliance with call for tenders After that, the Procurement Entity may 4A. conduct a tender comparison, or 4B. proceed to the negotiation procedure. The negotiation procedure may be proceeded to if: A. no tenders have been received in the tender in accordance with the call for tenders; B. no tenders can be accepted due to too high a price or other reason; or C. the Procurement Entity deems it necessary to negotiate the details of the tenders. For the sake of clarity, it is stated that the negotiated procedure referred to in this description is not in accordance with Section 34 of the Procurement Act. All tenderers who have submitted a tender by the deadline and who meet the conditions regarding the suitability of the tenderer described in this call for tenders will be invited to the negotiations. The aim of the negotiations is to update the original call for tenders so that the tenderers selected for the negotiations can submit new tenders based on it. The negotiations will be conducted equally with all invited tenderers for a period determined by the Procurement Entity. After the negotiations, the Procurement Entity will submit an updated call for tenders to all tenderers who participated in the negotiations, on the basis of which the tenderers will submit new tenders. After this, the procurement procedure continues from point 1 described above based on the new call for tenders. After the tender comparison has been conducted, the Procurement Entity will: 5. request the winning tenderers to submit reports and other documents related to the suitability requirements 6. make a procurement decision 8. sign agreements with the chosen tenderers.

Menettelyn tärkeimmät piirteet

The tenderer must have sufficient experience in providing the services to be procured. The requirements regarding experience are described in Appendix 9 of the call for tenders. The tenderer must complete Appendix 9 and attach it to the tender via the download link.

The tenderer’s laboratories must be accredited in the field of genetics by one or more of the following accreditation bodies: FINAS, CLIA, CAP, DAKKS, or other bodies which have successfully undergone EA multilateral agreement (National Accreditation Body signatory to EA MLA) peer evaluation https://european-accreditation.org/mutual-recognition/the-ea-mla/. The accreditation status must have been upheld for over two years. Accreditation certificate must be attached.

Kuvaus poissulkemisperusteista:

If the tenderer itself or any person who is a member of its administrative, management or supervisory body or has powers of representation, decision or control therein been the subject of a conviction by final judgment for the action in question, by a conviction rendered at the most five years ago or in which an exclusion period set out directly in the conviction continues to be applicable, the the tenderer must describe what the conviction is about in its tender.

The tenderer must describe the conditions in question that apply the tenderer. If the tenderer believes that it can participate in the tender despite the conditions, the tenderer must present the reasons why participation is possible.
