Business Finland Ltd and Innovation Funding Agency Business Finland (hereinafter referred to as "Business Finland"/"Contracting Entity"/"Customer") are requesting your tender for the services of content creation in native-level English for minor marketing and communications procurements in accordance with this call for tenders and its annexes. The aim of the procurement is to find agile and cost-effective service providers to plan and implement English (native-level) content production for Business Finland. By content creation in this context, the customer means for example writing, editing and finalizing text. The content will be created in co-operation with Business Finland’s international and domestic marketing & communications teams. The procurement covers all business units of Business Finland (Business Finland Ltd, Innovation Funding Agency Business Finland, Invest in Finland, Visit Finland, Work in Finland, Film in Finland, Good News from Finland). A more detailed description of the procurement can be found in the annex 1 to the call for tenders. CONTRACT PERIOD The procurement will be implemented as a framework agreement with a contract period of two (2) years. The contracting entity has the right to extend the validity of the contract for a maximum of two (2) year option period under the terms of the contract. The option will be redeemed during the contract period if necessary. SCOPE OF THE PROCUREMENT The estimated value of the procurement is approximately EUR 400,000 (VAT 0 %) including option period. Determining the estimated total value of the procurement is complicated by the fact that the contracting entity does not have precise information on the dates and amounts of assignments to be made during the contract period of the framework agreement or on the funds allocated for the procurements. The contracting entity does not commit itself to fixed procurement quantities. All quantity estimates in the call for tenders are indicative. Making a tender requires consideration and acceptance of the terms of the framework agreement. The framework agreement is made according to the model attached to the Call of Tenders. The framework agreement period is approximately 05/2025 - 04/2027 (+ possible option period 2 years).

The procurement will be carried out in accordance with the Public Procurement Act (1397/2016) and the Public Procurement Directive 2014/24/EU. The procurement will be carried out as an EU procurement, using the open procurement procedure. The procurement procedure will be carried out in stages as follows: 1. Opening of tenders and verification of the eligibility of tenderers 2. Verification of the conformity of the tenders with the call for tenders 3. Comparison of tenders 4. Adoption of the procurement award decision and notification of the decision 5. Conclusion of a framework agreement with the winners of the tender However, Business Finland reserves the right to reject any of the tenders submitted for justified reasons. If Business Finland is unable to conclude a framework agreement with the winners of the tender, it may conclude a agreement with with the next highest ranked tenderers in the tender procedure.
