Fingrid Oyj, the Finnish national transmission system operator, is initiating a procurement process for a synchronous condenser station as a turnkey basis to Jylkkä 400/110kV substation in Western Finland.

With this prequalification (short PQ) Fingrid is looking for capable and interested turnkey suppliers of a synchronous condenser station. In our operating model, the network of service and goods suppliers and good co-operation with suppliers are especially important. We require our contractual partners, who provide us with services or goods to be aware of Fingrid’s significant social duty and to commit to responsibility for the economic, social and environmental effects of their operations.

The preliminary scope of supply and the main rating can be found in the appendices of the PQ.

The synchronous condenser station will be connected to a new 110 kV feeder bay at Jylkkä substation. According to the preliminary time schedule, the synchronous condenser should be ready for commissioning in December 2024.

The turn key delivery shall include, however not limited to, all designs, engineering, fabrication, delivery, civil works, erection, installation, testing, commissioning, field verification and documentation etc. needed for fully functioning systems.

Preliminary procurement schedule is as following:

- 04...05/2022 - Prequalification for capable and interested turnkey suppliers

- 05/2022 - Supplier selection and invitation to negotiate

- 05...06/2022 Initial negotiations

- 06/2022 - Preliminary call for tenders

- 07...9/2022 - Negotiations rounds

- 10/2022 - Final call for tenders

- 11/2022 - Investment decision

- 11...12/2022 - Tender evaluation and contract signing

Fingrid will send the tender documents, including more detailed information on the scope and contents of the contract, schedule, specifications, requirements, award criteria etc., only to the qualified tenderers, tentatively at the end of May 2022. The exact date will be informed later.

Technical details and exact scope of supply will be optimized based on negotiations.
