Theme 1: Sustainability;
Theme 2: Digitalization;
Theme 3: Travel and Urban Culture;
Theme 4: Liveability – A City for Good Life;
Theme 5: Smart City;
Theme 6: Education;
Theme 7: Health and Life Sciences;
Theme 8: PR for large-scale campaigns and crisis.
One service provider will be chosen for each theme. Tenderer can make a bid for multiple themes.
Agreement period is two (2) years. The procurement includes an option period of two (2) years.

The aim of its international PR and media work is to highlight the City of Helsinki’s expertise and new innovative solutions in finding more sustainable ways of operating. In terms of responsibility, coverage is primarily sought in general and news media, as well as in professional publications. This PR and media work shall be focused primarily on Europe.

All this is enabled by active collaboration between the public and private sectors, combined with an active start-up scene and innovative testbeds. This kind of environment constantly produces new technological innovations and useful end-user applications. The PR agency must be able to communicate technology and new innovations in a way that appeals to various target groups – from technology publications to general and news media, ‘from specialists to general audiences’. This PR and media work shall be focused primarily on Europe.

The main goals of PR and media work in the field of tourism and culture are to maintain and grow Helsinki’s already existing reputation as an interesting city destination, where original urban culture is uniquely combined with nature and the surrounding archipelago. With regard to this theme, coverage is sought primarily in general and news media, as well as in lifestyle and professional publications.
For the Travel and Urban Culture theme, we are looking for a PR and media agency with experience and comprehensive networks in the European media field, with particular emphasis on the following countries: UK, France, Spain, Italy, German-speaking countries, the Nordic countries and Russia.

The State’s responsibility for Helsinki is growing, as is Helsinki’s responsibility for the whole country. Helsinki will be increasingly different from the rest of Finland. Helsinki is also becoming more international and diversified at a faster pace than the rest of the country.
The City strives to raise public awareness of the special character of the country’s only metropolis. Success for Helsinki is in the interest of Finland as a whole. Helsinki seeks to find the kind of functional and sustainable cooperation with the State that compares with such cooperation in other European capitals. Aspects concerning growing city regions are relevant to other regions in Finland, too, and urban policy is vital for the wellbeing of the whole country.
