Nordic Synchronous Area will change its balancing philosophy to area control error based balancing. This means that each Nordic TSO (Transmission System Operator) will be responsible to balance the net positions of each bidding zone to the scheduled values. As a part of this task, merit order based aFRR (Automatic Frequency Restoration Reserve) markets will be established. Activation of the aFRR will be done by a LFC (Load Frequency Controller) functionality per bidding zone. Fingrid is having 1 bidding zone and will thus have to implement one LFC functionality. aFRR cross-zonal netting and merit order activation will be handled by European PICASSO platform. LFC functionality will have real time interfaces and data exchange with PICASSO platform for these cross-zonal activities. More information from PICASSO from https://www.entsoe.eu/network_codes/eb/picasso/ Fingrid will purchase a real time IT system to implement LFC functionality. The IT system will have high reliability, IT security and performance requirements, comparable to SCADA/EMS systems. The IT system will have both real time interfaces for signal exchange as well as time series interfaces for exchanging scheduled and order list information. The IT system will perform following main functionality:
— aFRR controller — a classical PI controller, creating control signal for aFRR from error signal FRCE (Frequency Restoration Control Error),
— BSP management – a functionality to divide the aFRR control signal to several BSP’s (Balance Service Providers) based on merit order received via MOL processing,
— MOL processing — a functionality to import the MOL (Merit Order List) every MTU (Market Time Unit, 15 min) and define merit order for BSP functionality,
— FRCE calculation — a functionality to calculate in real time the FRCE and signals required for PICASSO integrations based on real time measurements and schedules,
— schedule processing — a functionality to modify schedules received in MTU intervals to real time signals including ramping of signals between MTU’s.

Before the negotiations, Fingrid reserve its right based on its sole discretion to provide the tenderers with preliminary call for tenders and a preliminary specification for the technical requirements. Upon completion of the negotiations, the contracting entity shall request a binding tender from the tenderers based on the discussions and the negotiated terms and conditions. Making an application, an offer or participating in the procurement in other ways will not be compensated to the companies. Procurement documents related to the procurement are available in English. If the company wants the documents in another language, the company is responsible for the translation and the costs involved. The procurement is carried out in English. The conduct of the negotiated procedure is following:
3.2.2020: applications for participation;
Week 6: verification and comparison of the applications. Selection of the candidates for the negotiations;
February: submission of negotiating invitations and a preliminary call for tenders to those selected for the negotiations;
March: submission of preliminary tenders;
April: negotiations on the basis of the preliminary tenders and preliminary call for tenders;
May: submission of the final call for tenders to the tenderers participating in the negotiations;
May: submission of the binding tenders;
June: verification and comparison of the tenders, procurement decision and notification of the decision;
June: contract for the procurement Fingrid reserves the right to change the process and/or the timetable of the negotiated procedure or terminate the procurement at its own discretion. The above mentioned procedure is indicative. Negotiation invitations will tentatively be submitted to the candidates and the initial negotiation period will be during April. Fingrid negotiates separately with each candidate. Negotiations requires signing of an NDA. During the negotiations, the call for tenders with its appendices will be further developed and the agreement including terms and conditions specified. The candidates should be well prepared to the negotiations by reading up on the tendering material sent to the candidate before the negotiations and sending the preliminary tenders by the proposed time schedule. The negotiations may cover the following issues:
— the objectives for both parties (at the start of the negotiations),
— contents of the procurement,
— pricing criteria,
— contractual issues,
— technical specifications,
— impelemention schedules, tailor made solutions, and
— demo of the software presented by the candidate Fingrid will inform the candidates of the end of the negotiation round.
Upon completion of the negotiations, Fingrid will update the preliminary call for tenders on the basis of the negotiations and aims to send a final call for tenders to the tenderers in May 2020. Binding tenders must be submitted according to the final call for tenders, estimated in May 2020. Before the tenders are compared, Fingrid will check the compliance with the tender specifications. Tenders that are not compliant with the specifications shall be excluded from the tender comparison. Compliant tenders will be evaluated in accordance with the criteria indicated in the call for tenders. Fingrid aims to make selection of the provider in June 2020. Fingrid reserves the right not to choose any of the submitted tenders and/or call off the procurement process.

When Fingrid´s accession Picasso-project planning face progressed, a need for an additional functionality arised. Fingrid had no possibility to take this addition into account in the procurement process, as it was not expected at the time.
