The Helsinki Region Travel Card System is an electronic ticketing / fare collection system introduced in 2002. The Travel Card is valid on all modes of public transport in the HSL area. As a ticket media HSL is using cards based on ISO 14443 A compliant Mifare DESFire (plastic cards) and Ultralight chips (paper cards/tickets). Cards with Ultralight chips are for short period tickets, their validity time being from 2 hours to 14 days.

Helsinki Regional Transport Authority (HSL) is responsible for the planning and organization of public transport services in its member municipalities, as well as for the preparation of the Helsinki Region Transport System Plan. The member municipalities of the joint local authority are Helsinki, Espoo, Vantaa, Kauniainen, Kerava, Kirkkonummi, Sipoo, Tuusula and Siuntio. These municipalities form the HSL area. Later on, the rest of the municipalities in the Helsinki region may join in. These municipalities include Järvenpää, Nurmijärvi, Mäntsälä, Pornainen, Hyvinkää and Vihti. The tasks of HSL comprise planning and organization of public transport in the region, improving operating conditions for public transport, procurement of bus, tram, metro, ferry and commuter train services and preparation of the Helsinki Region Transport System Plan. HSL is also responsible for public transport marketing, passenger information and ticket inspection and approves the fare and ticketing systems as well as ticket prices. HSL is inviting suppliers to submit open tenders for the supply of maximum 6 000 000 unitary pre-printed contactless paper cards (referred to as Unitary Paper cards) and maximum of 1 500 000 fanfold pre-printed contactless paper cards (referred to as Fanfold Paper cards) for the Helsinki Region Travel Card System. Cards should be delivered during the contract period which is 3 years + optional 1+1 years. Technical specifications for the Paper Cards are listed in the annexes. HSL will provide the artwork of Paper cards to the selected supplier(s). Paper cards will be used in all modes of public transportation in the HSL area. The bid shall include at least twenty (20) sample cards for each tendered card type. The sample cards may be blank cards without pre-personalization and artwork. Sample cards shall be posted before the close time. Sample cards will be used to test the functionality of the cards in the current system as described in Annex 1, 2 and 3. If there is a significant mismatch between the sample cards and the existing environment, the mismatch shall be considered as a “force major” reason to reject the appreciated tender. In such case, the supplier will be immediately informed and will have the right to deliver new sample cards within a week from the notice. Tests are renewed with pre-personalised cards before final acceptance of the product.
