The subject of the procurement is Tetra recording system for Suomen Erillisverkot Group. The contract term is fixed for three (3) years.
The objective of this purchase is to purchase a Tetra recording system which enables the recording and saving of Tetra group calls. Recording and saving of Tetra individual calls is an option that Tenderer must offer. The recording and saving must happen in accordance to Airbus TETRA TCS API 7.0 or 8.0 by using the IPsocket -interface.
The purchased system will enable the users of Virve -network to record and save the voice communication of chosen groups. The users of the Virve -network and the purchased system are public officials, such as state authorities and municipalities, and operators which are connected to the society´s infrastructure such as electricity plants.
The system, which is maintained by the Tenderer, is meant for operative use of the Virve -network users and it may be used by all current network users.
The estimated user volumes are specified in Annex 1 Technical Requirements. Tenderer fills the prices of the system in Annex 2 Pricing.
The end-users will order the system from the Contracting Authority as a service.

The terms and conditions set forth in the Invitation to Tender and its appendices will be complied within the procurement unless otherwise specified in the model contracts (Annexes 3 and 4) and General Terms and Conditions and The Special Terms and Conditions (JIT 2015). The Tenderer may not attach its own or its industry's general terms and conditions to its tender and may not make changes or additions to the terms and conditions of the Invitation to Tender or its appendices. The Tenderer undertakes to produce the system delivery and implementation and the maintenance services referred to in the Invitation to Tender for the entire contract period.

Use of the system/service

This centralised Tetra recording system records and saves the communication which happens within the Virve-network. The end-users will handle the recordings locally through a browser interface.

Depending on the end-user´s selections, the recordings specify the speaker within the group call, the receiver, the group and the time and length of the voice communication.

The group´s right to access the server is retrieved from the access control database (virve- workstation user identification + password). The recorded communication is steered by the Contracting Authority to the recording server. The activation of the recorded and saved communication of groups happens through the servers the end-user is part of.

The database of the saved recordings consists of the group numbers. The system enables the end-user to add alias names to the groups in addition to the identification numbers. The system must return search results based on both, the given names, or the group numbers.

The extent, content and scope of purchase are described more specifically in "Annex 1Technical Requirements” of this Invitation to Tender.

The procurement contract consists of two separate contracts. The delivery contract and the contract for support and maintenance services. The contracts cover the system´s delivery as a whole and the continuous support and maintenance services.

Kesto: 36 kuukautta
Uudistusten kuvaus:

The Contracting Authority reserves the right to extend the contract term for two (2) years after the fixed contract period (option). The Contracting Authority will inform the Tenderer whether the option is used six (6) months before the end of the fixed contract term, at the latest.
