The object of the procurement is the acquisition of incubators for laboratory use at Tampere University. The equipment will be placed at the Noodi research facility, which is being completed on Tampere University’s Hervanta campus. Noodi is Tampere University’s new hub for experimental research, bringing together advanced research facilities, modern learning environments and multidisciplinary collaboration in the fields of technology, medicine and information technology. The procurement is divided into three lots: two shaking incubators, one refrigerated shaking incubator, and nine CO2 incubators. Partial tenders are allowed. The equipment must meet the technical and functional requirements set out in the Call for Tenders, including CE conformity, compatibility with the 230 V electrical system used in Finland, and temperature, shaking and/or CO2 level control features suitable for laboratory use. The procurement includes delivery of the equipment to Tampere University’s Hervanta campus, to the Noodi research facility, and, depending on the lot, installation, commissioning, user manuals, technical support, warranty, and the availability of maintenance and repair services. Noodi is intended to provide modern and adaptable facilities for experimental research and to support research activities carried out by several faculties of Tampere University, including the Faculty of Medicine and Health Technology and the Faculty of Engineering and Natural Sciences. The indicative comparison price range for the procurement is EUR 150,000–180,000, excluding VAT. Two draft contracts are attached to the Call for Tenders: the MET draft contract and the ENS draft contract. The MET draft contract applies to Lot 1 and, in Lot 3, to eight units. The ENS draft contract applies to Lot 2 and, in Lot 3, to one unit. The draft contracts are substantially identical in terms of their contractual terms, but they differ with regard to the faculty representing the Customer, the invoicing details, and the Customer’s signatory. In the MET draft contract, the Customer is represented by the Faculty of Medicine and Health Technology, whereas in the ENS draft contract, the Customer is represented by the Faculty of Engineering and Natural Sciences. The General Terms of Public Procurement in Supply Contracts, JYSE 2025 Supplies, attached to the Call for Tenders, apply to both draft contracts as set out in the respective draft contracts.

The equipment must include, among other features, adjustable temperature control, orbital shaking motion, a timer function, an internal temperature display, a pull-out tray and an internal capacity of at least 50 litres. The procurement includes delivery to Tampere University’s Hervanta campus, user manuals, warranty, technical support, and the availability of maintenance and repair services. The indicative comparison price range for Part 1 is EUR 8,000–16,000, excluding VAT.

The equipment must include, among other features, an internal capacity of at least 140 litres, a touch screen, temperature and CO2 level control, HEPA filtration, heated sterilisation, humidity control, and structural features that support cleanability. The procurement includes delivery to Tampere University’s Hervanta campus, installation, commissioning, test runs, inspection and elimination of CO2 leakages, user manuals, warranty, technical support, and the availability of maintenance and repair services in Finland. The indicative comparison price range for Part 3 is EUR 100,000–115,000, excluding VAT.

Menettelyn tärkeimmät piirteet:
The procurement complies with the Act on Public Procurement and Concession Contracts (1397/2016, the “Procurement Act”). The estimated value of the procurement, calculated in accordance with Section 27 of the Procurement Act, is estimated to remain below the EU threshold for goods procurements referred to in Section 26(1)(2) of the Procurement Act. According to Section 101 of the Procurement Act, in national procurements the contracting authority must publish the contract notice in Finnish or Swedish. However, the contracting authority considers that the statutory language requirement may potentially restrict participation in the tendering procedure by economic operators using other languages. In order to enable the widest possible competition, the contracting authority therefore publishes the contract notice in English. To ensure that the use of English as the language of the contract notice does not give rise to a procedural irregularity, the contracting authority conducts the procurement in accordance with the provisions applicable to EU procurements. The procurement procedure used is the open procedure referred to in Section 32 of the Procurement Act. The time limit for the submission of tenders has been reduced pursuant to Section 57 of the Act on Public Procurement and Concession Contracts, on the grounds set out in the contract notice. The stages of the procedure are as follows: The contracting entity 1. Publishes the contract notice 2. Receives questions 3. Responds to the questions presented 4. Opens the tenders 5. Verifies the fulfilment of the tenderer’s suitability requirements on the basis of the answers provided by the tenderer in its tender 6. Verifies the compliance of the tenders with the call for tenders 7. Compares the tenders in all lots 8. Selects the best tender in all lots 9. Makes the procurement decision and notifies all tenderers of the decision 10. Requests and verifies the certificates and clarifications concerning suitability from the tenderer who submitted the best tender in specific lot 11. Concludes the procurement contract with the lot specific winning tenderer. If, in the tendering procedure, only tenders that do not comply with the call for tenders have been received, or if the tenders cannot be accepted, the contracting entity may, at its discretion, move to the negotiated procedure in accordance with the Procurement Act. The procurement contract is formed only upon the signing of a written contract. In procurements exceeding the EU threshold, the contract may be concluded no earlier than 14 days after the tenderer is deemed to have received such notice. The provisions of Section 96 of the Procurement Act apply to the procurement. The contracting entity may cancel the procurement for a real and justified reason (Section 125 of the Procurement Act). LANGUAGE USED IN THE TENDERING PROCEDURE The procurement documents are available in English. If the tenderer requires the documents in another language, the tenderer is responsible for the translation and the related costs. Tenders and their attachments must be submitted in English. PARTIAL TENDERS Partial tenders are permitted so that the tenderer may submit a tender for one, several or all lots. Partial tenders within a lot are not permitted. If the tenderer submits a tender for more than one lot, the tenderer must prepare a separate tender for each lot for which it wishes to submit a tender PARALLEL AND ALTERNATIVE TENDERS Parallel and alternative tenders are not permitted. If the tenderer submits more than one tender for a lot, only the tender submitted first for that lot shall be accepted and the other tenders for that lot shall be rejected. NOTIFICATION OF PROCUREMENT DECISIONS Decisions concerning the procurement are notified to all tenderers electronically to the email address provided by the tenderer in its tender.

Nopeutettu menettely:
The contracting authority is using an accelerated time limit in the open procedure on the grounds of urgency referred to in section 57 of the Act on Public Procurement and Concession Contracts. The incubators that are the subject of the procurement must be acquired as quickly as possible for Noodi, the new centre for experimental research to be completed on the Hervanta campus in late summer 2026. The incubators are necessary for equipping the centre’s premises and enabling their commissioning in accordance with the planned schedule. Applying the standard tendering period would jeopardise the implementation of the procurement in a manner that would allow the incubators to be delivered and taken into use within the timeframe required by the completion and commissioning of the centre. The tender period is approximately three weeks. Its duration has been determined taking into account the workload required for preparing a tender, and the contracting authority has assessed a three-week deadline as reasonable in relation to that workload. The subject matter of the procurement is clearly defined, the procurement documents are available electronically from the publication of the contract notice, and tenders may be submitted electronically. The contracting authority considers that, taking into account the nature and scope of the procurement, the shortened tendering period is sufficient and complies with the principle of proportionality.
