Natural Resources Institute Finland (hereafter referred to as "Luke") requests your tender for genotyping of fish with this Call for Tenders and its annexes. The Call for Tenders and the procurement is divided into two (2) lots. 1. LOT Genotyping of rainbow trout 2. LOT Genotyping of brown trout Tenderer can leave a tender for one or both of the lots. One supplier is chosen to each lot. The subject of the procurement is described in more detail in this call of tenders and other procurement documents.

CONTRACT NOTICE AND PROCUREMENT PROCEDURE This procurement will be implemented as an open procedure as per the Act on Public Procurement and Concession Contracts 1397/2016, (“public procurement act”). This procurement exceeds the EU threshold level. Contract notice are published at www.hankintailmoitukset.fi. Contract award notice will be published after the procurement. 2. PROCESSING OF TENDERS After the tenders are opened, the tenders are assessed and evaluated according to the criteria of the Call for Tenders. The opening of tenders is not public. 2.1 Requirements concerning the tenderer In the processing of tenders it is assessed whether the tenderers meet the suitability requirements set for registration, economic and financial standing and technical and professional ability. Tenderer who does not fulfill the suitability requirements is excluded from the tender competition. If tenderer or member of its administrative, management or supervisory body or person exercising representative, decisionmaking or supervisory power has committed any of the mandatory exclusion grounds referred to in section 80 of the Act on Public Procurement and Concession Contracts (1397/2016, Procurement Act) the tenderer will be excluded from the tender competition. If the tenderer is subject to an discretionary exclusion ground referred to in section 81 of the Procurement Act it may be excluded from the tender competition. However, if the tenderer provides evidence of its reliability in accordance with the section 82 of the Procurement Act despite being burdened by exclusion ground referred in sections 80 or 81 of the Procurement Act and if the contracting authority considers the evidence and reliability sufficient enough, the tenderer will not be excluded from the tender competition. 2.2 Tenders compliance with the Call for Tenders The tendered products and services shall be in accordance with the content of the Call for Tenders and its appendices. The tenderer shall answer all the required sections and attach all the required annexes in its tender. The entire tender is used in evaluation of the tender's compliance with the the Call for Tenders. Tenders that are not in compliance with the Call for Tenders or do not comply with the terms of the tender procedure are excluded from the tender competition. 2.3 Comparison of tenders The comparison of tenders is made according to section "Grounds for decision" of the Call for Tenders. 4. Award decision and its notification The award decision will be sent to all tenderers who have submitted a tender. Contract does not come into force as a result of the notification of the award decision, but requires a separate written contract. Concluding the contract requires that the award decision has become legally valid or that the Market Court has authorized the execution of the award decision.

The subject of the procurement is genotyping service of fish. The subject of the procurement is described in more detail in call of tenders and other procurement documents. Luke is looking for a service provider for genotyping service of rainbow trout (Oncorhynchus mykiss) and brown trout (Salmo trutta) individuals with a minimum of 20 000 SNP markers for rainbow trout and 15 000 SNP markers for brown trout. The genotype data of individuals will be used to in genomic selection and to identify population structures of different fish species and combined with other, e.g. phenotypic data from the genotyped individuals. To make powerful genomic analysis across generations and data sets, the genotype data produced by the service provider will be combined by Luke with the Luke's existing genotype data sets. For brown trout, the new data will be combined with the data generated previously by 96 SNP markers used by e.g. Hagen et al. 2025 (https://doi.org/10.1093/icesjms/fsaf151). The samples sent to the service provider can be potentially used again by Luke in some future laboratory analysis, and hence they remain valuable for Luke even after the service providers have completed their analysis. Lot 1 Genotyping of rainbow trout -The SNP panel to be used by the service provider should have a minimum of 20 000 SNP markers to ensure a reasonable coverage of the genome.-Some of the SNP markers should be Y chromosome-specific SNPs near the sdY gene (male-specific in rainbow trout).-For rainbow trout, most of the 20 000 SNP markers need to be a subset of the SNP markers in the AxiomTM Trout Genotyping Array which has 57,501 markers.-The data from the 20 000 markers needs to be equivalent with the data produced by the respective markers of AxiomTM Trout Genotyping Array. -Luke will send tissue samples (fin clips) of individuals to the service provider in QRcoded tubes. The samples will be sent in batches of around 1000 fish. Luke covers the shipment costs. Lot 2 Genotyping of brown trout - The SNP panel to be used by the service provider should have a minimum of 15 000 SNP markers to ensure a reasonable coverage of the genome. - The 15 000 SNP markers need to include the 96 SNP markers used previously by Luke and other Nordic researchers (e.g. Hagen et al. 2025). -Luke will send tissue samples (fins or scales) of individuals or DNA to the service provider either in 1.5ml centrifuge tubes or on well plates. The samples will be sent in batches of around 96 fish. Luke covers the shipment costs. The service provider will in both lots: - Extract DNA from the individual fin clips or fish scales - Quality control analyses - Provide genotyping data in an electronic format - Return of the remaining tissue or DNA of each sample to Luke upon request and cover the shipment costs of returning the samples Luke remains the owner of the data and tissue samples, and the service provider does not own the data, nor the tissue samples.

Luke remains the owner of the data and tissue samples, and the service provider does not own the data, nor the tissue samples.
