Doping Control sample collection equipment are divided in urine and blood sample collection. Tender must include prices of the sample collection equipment for both purposes.
Tender must be submitted on the following doping control sample collection equipment:
Sample Collection sealing equipment (bottles or/and containers) for urine and blood:
- Sealing container for one blood tube (A, securely packed)
- Sealing container for two blood tubes (A+B, securely packed)
- Sealing bottles or containers for urine sample A + B, which are securely packed into sealed box
All Equipment must meet the requirements of WADA ISTI Article 6.3.4.
FINCIS usually orders blood sample collection equipment in two to four batches a year and urine sample collection equipment once a year, but the tenderer must be able to deliver the equipment also at other times as described in the Invitation to tender and its annexes. Blood sample collection equipment must be delivered within fourteen (14) days and urine sample collection equipment within sixty (60) days.
Equipment must be delivered in reasonable packages. However, sealing containers / bottles for urine sample must be delivered in packs of twenty (20) kit per package.
All the equipment tendered must meet with the mandatory requirements set out in the Invitation to tender.
Tenderer must tender all the Equipment listed above. The procurement is not divided into parts. Dividing the procurement into parts is not appropriate taking into account both economical and practical reasons (e.g. similar sealing system for all equipment is cost-effective and makes the training of the FINCIS personnel easier).
Estimated total value of the procurement is 220.000 euros during the contract period (calculated value of four years, including below mentioned option 40.000 euros). It is also the maximum value of the framework arrangement. The value has been calculated higher than assumed and it is likely that the actual order quantities are significantly lower.
Additional procurement opportunities (Option)
Tenderer may supplement the tender with the price list of the accessories related to the procurement (e.g. urine collection vessels, temperature monitors). Price list must be included in the tender. Tenderer undertakes to deliver the accessories at the prices specified in the price list throughout the contract period. FINCIS has a right, but not an obligation to use the option.
Value of the option accessories may not exceed the amount of 40.000 euros during the contract period.
FINCIS will select a maximum of two (2) suitable Suppliers into the Framework Agreement. For the sake of clarity it is stated that FINCIS can also choose only one Supplier (tenderer who ranked first).
In case of two Suppliers: All Equipment are ordered from the Supplier ranked first. However, the order of priority can be deviated from if the supplier ranked first cannot deliver the Equipment within the deadline required by the FINCIS or the quality of the Equipment does not meet the needs of the FINCIS.
The Framework Agreement shall enter into force upon signature by both Parties. The Agreement shall remain in force for a period of two (2) years from the latest signature. The Framework Agreement may be extended after the main contract period by one (1) two (2) year option period.
The Framework Agreement does not contain an obligation to purchase a certain amount of Equipment nor an exclusive right for the Service Provider to provide Equipment to the Customer. The Customer reserves the right to use other service providers for any assignments if need so requires.
