BACKGROUND INFORMATION AND THE OBJECT OF THE PROCUREMENT The Digital and Population Data Services Agency (Digi- ja väestötietovirasto, later DVV) promotes the digitalization of society, secures the availability of data, and provides services for the life events of its customers. DVV leads the way, reforms society, and supports citizens in their interaction with public administration. DVV’s aim is to further promote the smooth functioning of Finnish society. Digitalization is one important way to achieve this. The scope and object of this procurement is Digital Identitity Wallet Solution and related services as described in this procurement documentation with it's annexes. DVV intends to publish the Finnish EUDI wallet application and other EUDI capabilities that are DVV's responsibility in accordance with the schedule specified in more detail in this documentation. To develop this solution on schedule and with the required quality, DVV needs software components and tools that enable development while ensuring regulatory compliance and certifiability. The goal of this procurement is therefore to acquire technical development capabilities and related services as described in this documentation. AGREEMENT PERIOD The Agreement shall enter into force once it has been signed by both Contracting Parties and shall remain in force as determined in the Agreement draft attached to this call for tenders.

Menettelyn tärkeimmät piirteet:

1. GENERAL INFORMATION ABOUT THE PROCUREMENT PROCEDURE This procurement will be implemented as an open procedure as per the Act on Public Procurement and Concession Contracts (1397/2016). This procurement exceeds the EU threshold level. No compensation will be paid to suppliers for submitting a tender or for any other type of participation in the process or related actions. 2. PROGRESS OF THE PROCUREMENT PROCEDURE Before comparing the tenders it is examined whether tenderers meet the selection criteria related to registration and technical and professional ability. Tenderer failing to meet the selection criteria will be excluded from the tender competition. Offered services shall comply with the content of the call for tenders and its annexes. The tenderer shall reply to all the required sections and include all the required documentation to its tender. The tender as a whole will be used to examine compliance with the call for tenders. Tenders which do not comply with the terms of the call for tenders or the tender procedure will be excluded from the tender competition. 3. CONTRACT AWARD DECISION The contract award decision will be sent to all tenderers. The procurement contract shall be concluded by making a separate written contract. The contract may be concluded no sooner than 14 days after the tenderer has received or is deemed to have received notice of the decision and instructions for appeal.
