HUS Helsinki University Hospital (later also "Contracting Authority" or "HUS") is procuring consulting services and support (later also “Service”) for the preparation of grant applications for EU funds and programmes, most notably Horizon Europe, Cancer Mission and Innovative Health Initiative (IHI). Grant applications for other funds and programmes are also possible.
The proposal preparation will be coordinated/led by HUS. The Coordinating team includes professionals from different / several departmens of HUS. HUS is on the forefront among EU University Hospitals in Research & Innovation activities related to Data and new technologies. Our infrastructures include an advanced Data lake and ISO certified quality system for Applications and systems for social and healthcare that utilize algorithms, artificial intelligence, machine learning and data analytics.
The consulting services and support for the preparation of grant applications for EU funds and programmes include e.g.:
- Development of the project concept note together with the coordinator and other partners;
- Support to establish the consortium by identifying and contacting potential partners;
- Management of proposals preparation and communication with all involved parties (organising meetings, retrieving inputs for the grant application from all parties, such as scientific and business related contents, administrative forms, etc.; providing support and instructions to partners, preparing, implementing and monitoring a time schedule for preparation until deadline, etc.)
- Structuring and preparing the grant application including: defining with the coordinator the work plan and roles of partners, editing and writing text, designing infographics and visual elements for the proposal, reviewing the proposal content and partners contributions, writing the proposal in coordination with the coordinator HUS and other project partners. Partners will provide solid content input.
- Leading and/or supporting the coordinator in budget and resources negotiation with other members of the consortium.
- Implementing quality checks and finalising the proposal prior the submission
- Supporting in proposal submission according to the funding requirements ensuring a timely and correct submission
- Additional tasks according to the needs of HUS and the partners.
The object of the procurement and the Service is described in more detail in the procurement documents. The total estimated number of coordinated assignments is 2-4 annually. However, this is an estimate only and the actual number of projects from year 2023 onwards depends on HUS own resourcing and overall activity in the EU funding programmes.
As an end result of the procurement a Framework Agreement will be established. The future procurements under the Framework Agreement will be carried out as described more in detail in the Annex B Framework Agreement.
HUS will select a maximum of five (5) suitable Service Providers into the Framework Agreement. If there are less than five (5) suitable Service Providers, who have submitted a suitable tender, HUS may select into the Framework Agreement all the suitable tenderers.
The Framework Agreement shall enter into force upon signature by both Parties. The Agreement shall remain in force for a period of two (2) years from the latest signature. The Framework Agreement may be extended after the main contract period by one (1) two (2) year option period.
The Framework Agreement does not contain an obligation to purchase a certain amount of Services (quantity purchase obligation) nor an exclusive right for the Service Provider to provide the Services to the Customer. The Customer reserves the right to use other service providers for any assignments if need so requires.
The estimated value and the maximum value of the planned procurements made in the Framework Agreement is 8 160 000 euros (VAT 0 %).
