Cardiolipin antibody assay for the diagnosis of syphilis

The HUS Group (hereinafter HUS or the Client) requests tenders for cardiolipin antibody assay for the diagnosis of syphilis. The object of the procurement is a test kit based on a flocculation method for the determination of cardiolipin antibodies used in syphilis diagnostics. The test kit will be used for the detection of cardiolipin antibodies in serum and/or cerebrospinal fluid (CSF). The goal of this competitive procurement is to get products that are safe to use and also to have products available when they are needed. The procurement is divided into parts as follows: 1) A flocculation method suitable for serum and cerebrospinal fluid (CSF) (VDRL method) 2) A flocculation method for serum (RPR method) Primarily, the Client will use the products under part 1). For part 1), two suppliers will be selected: a primary supplier and a backup supplier. If both the primary supplier and the backup supplier selected for part 1) are unable to supply the contract products, the Client will use the product selected under part 2). For part 2), one supplier will be selected. The subject matter of the procurement also includes all such supplies, that are related and/or are complementary to the products tendered, such as various package sizes and accessories, which are indicated in "Annex 01 Price and product annex". In addition, during the contract period, products belonging to the product groups that are the subject of the contract, may be acquired in accordance with the estimated value of the contract, also when they are not specified in the product annex (please see Annex 02 Agreement_draft). Contract period is 2 years and after that effective until further notice. Approximately 15,000-20,000 tests are performed per year. This figure is an estimate only, and HUS does not commit to the consumption volumes indicated. The final order quantities may be higher or lower than stated. The analyses are carried out at the Clinical Microbiology unit of the HUS Diagnostic Center in Helsinki. Menettelyn tärkeimmät piirteet:
PROCUREMENT PROCEDURE This procurement is so called "national procurement". It is estimated to be under the EU threshold value defined in the Act on Public Procurement and Concession Contracts (1397/2016, referred to as the Public Procurement Act). According to 100 § of Public Procurement Act the contracting entity shall outline the procurement procedure that it applies in the call for tenders documents. Procurement procedure is described as follows: PROCESSING OF TENDERS The procedure shall include the following phases: Contracting entity 1. Opens the tenders 2. Verifies the suitability of the tenderer 3. Checks that the tenders conform to the invitation to tender 4. Compares the tenders [Possible trial use] 5. Requests and checks certificates and reports on the suitability of the winning tenderer(s) 6. Makes a procurement decision and communicates it to all the tenderers 7. Concludes an agreement with the selected tenderer(s) In steps 2.-5. a contracting entity may (i) select as the winner of the competitive tendering the tenderer best evaluated on the basis of the comparative criteria; or (ii) move to a negotiated procedure. A negotiated procedure may be used if: (i) the competitive tendering procedure did not result in tenders that match the call for tenders; (ii) no tenders could be accepted due to a too high price or other reason; or (iii) HUS deems it necessary to negotiate the details of the tenders All tenderers who have submitted a tender within the time limit and meet the suitability requirements shall be invited to negotiate. The aim of the negotiations is to update the original call for tenders so that the tenderers selected for the negotiations can submit new tenders on the basis of it. Negotiations are conducted on an equal basis with all invited tenderers for the time specified by the HUS. After the negotiations, HUS will deliver an updated call for tenders to all bidders involved in the negotiations, on the basis of which the tenderers will submit new tenders. New tenders are compared according to the criteria described in the new call for tenders and the winning tenderer is selected on the basis of this comparison. Once the winner of the tendering process has been selected, HUS will make the procurement decision and communicate the decision to all tenderers. LANGUAGE OF THE COMPETITIVE TENDERING PROCEDURE The procurement documents are available in English. If a tenderer needs the documents in another language, the tenderer shall be responsible for translation and liable for the associated costs. Tenders must be prepared in English. PARTIAL TENDERS Partial tenders are accepted. The tenderer may submit a tender for either part 1) only, part 2) only, or both parts. PARALLEL TENDERS Parallel tenders are permitted. If a tenderer submits a parallel tender, the parallel tender must meet all the requirements of the invitation to tenders and have the required appendices. Parallel tenders must always be submitted as separate tenders. No more than one (1) parallel tender may be submitted.
