Veikkaus Oy is requesting tenders for a four-year (2+1+1) framework arrangement to procure Oracle development partners. The maximum total value of the agreement is 12 000 000 € VAT 0 %.

The object of the procurement with its different sections is specified in more detail in the invitation to tender, Annex 2. Service requirements, here and other attachments.

During the term of agreement, the procuring entity will be ordering services specific to sections according to its needs. The procuring entity is not committed to making specific purchases for fixed amounts. The agreement does not grant the service provider an exclusive right to provide the service to the procuring entity.

This section covers the procurement of Oracle Fusion Applications–related ser-vices, focusing on design, configuration, development, integration, and opera-tions on the Oracle Cloud platform. The scope includes core ERP processes such as finance, procurement, supply chain and projects, extension and customiza-tion using platform tools, release and test management for quarterly updates, and continuous improvement of the Fusion-based solution landscape.

Work typically involves designing and configuring Oracle Fusion modules, im-plementing end-to-end ERP processes, integrating Fusion with surrounding sys-tems, and managing quarterly release impacts. The category focuses on solu-tion design, configuration, extensions and integrations, test and release man-agement, and the full lifecycle of Fusion-based ERP services from implementa-tion to continuous improvement.

General requirements for the category
· Proven experience in Oracle Fusion Cloud implementations, enhance-ments, and support ERP Financials, Procurement, Supply Chain and Pro-ject management module.
· Ability to work in multi-vendor and hybrid environments (on-prem, OCI, integrations with non-Oracle systems).
· Capability to support full lifecycle: requirements, solution design, con-figuration, integrations, testing, migration, cutover, hyper care, and con-tinuous improvement.
· Familiarity with Oracle implementation best practices, security model, and quarterly update processes.
· Experience in integrating Fusion with external systems via APIs, OIC or other integration platforms.
· Custom extension design in APEX and / or VBCS.
· Analytics and Reporting desing, build in Oracle Fusion Cloud environ-ment.
· Ability to produce clear documentation (designs, configurations, test plans, user guides) in English. Finnish language is considered an ad-vantage.

Work typically involves designing and implementing CX solutions to support customer service, sales, and marketing processes, integrating CX with back-end and data platforms, and optimizing the use of customer data. The category fo-cuses on process and solution design, configuration and development of CX ap-plications, integrations and data flows, and the full lifecycle management of Or-acle CX–based services.

General requirements for the category
· Demonstrated experience implementing and supporting Oracle CX Cloud applications relevant to Veikkaus CX Service Cloud, Engagement, Marketing.
· Understanding customer lifecycle, customer data, and omnichannel ser-vice concepts.
· Ability to integrate CX with back-end systems, Fusion, data warehouses, and external tools.
· Custom extension design in APEX and / or VBCS.
· Analytics and Reporting design, built in Oracle Fusion Cloud environ-ment.

This section covers the procurement of Oracle Cloud Infrastructure (OCI), secu-rity in Saas and PaaS-related Cloud services, which encompass design, imple-mentation, and operations of the underlying Veikkaus Oracle Cloud Tenancies.

This includes services such as OCI infrastructure design and management, iden-tity and access management, OCI networks, Oracle Integration Cloud (OIC), cus-tom extensions (APEX, VBCS), Oracle Databases, monitoring and logging (SOC), automation/DevOps tooling, and other security and platform capabilities re-quired to run and integrate Veikkaus’ Oracle solutions securely and efficiently.

Work typically involves designing and implementing cloud environments, estab-lishing governance and landing zones, securing cloud workloads, and ensuring high availability and operational reliability. The category focuses on cloud engi-neering, architecture, and the full lifecycle of OCI SaaS and PaaS based services, including custom extensions, integration platforms and security capabilities.

General requirements for the category
· Proven experience with Oracle Cloud Infrastructure (OCI) and Oracle PaaS services relevant to Veikkaus (e.g. OIC, APEX, VBCS, IDCS/OCI IAM, FDI, database services).

The section focuses on providing flexible and scalable resources for the develop-ment and support of Veikkaus’ Oracle solutions. Services include technical de-velopment, application support, and continuous improvement activities for Ora-cle platforms across all solution areas defined in this framework.
Near-shore delivery ensures proximity, compliance with EU regulations, and en-ables efficient collaboration with Veikkaus teams, while leveraging the expertise of Oracle professionals in the delivery center.

The supplier is required to maintain a permanent delivery capacity and demon-strate the ability to allocate suitable technical resources for Veikkaus’ assign-ments, ranging from project-based work to ongoing support.

Typical work includes software development and integration, technical trouble-shooting, enhancements, support services, and collaboration with Veikkaus per-sonnel for secure and compliant operation of Oracle solutions.

• Proven experience in Oracle development, support and services deliv-ered from EU/EEA-based near-shore centers.
