FRAMEWORK AGREEMENT FOR INTERNATIONAL PR AGENCY SERVICES

Helsinki Partners Oy (hereinafter referred to as” Customer” or ”Contracting Entity”) requests a tender in accordance with the contract notice published on the Hilma notice channel and this Call for Tenders and its appendices for international PR Agency services (hereinafter referred to as ‘the Service’). The object of the procurement agreement is PR agency services for these two (2) different themes: Lot 1: Happy Helsinki – Culture & Society Lot 2: Helsinki as a Global Platform for Sustainable Growth & Innovation The Customer selects four (4) suppliers for both lots with whom it will enter into an framework agreement. The object of the procurement, the relevant contract terms and requirements are described in more detail in the procurement documents and its annexes. The tenderer may leave its tender to both lots and may be selected for both lots. The supplier may also be a consortium or a group of tenderers. The contract period starts from signing the agreement and is valid for 48 months. The estimated starting date of the agreement period is spring 2026. The values presented are estimates, and the agreement does not constitute a mandatory purchase obligation for the Customer or an exclusive right for the selected service providers to provide the Service.

Menettelyn tärkeimmät piirteet:

The procurement will take place in compliance with the Finnish Act on Public Procurement and Concession Contracts (1397/2016, Procurement Act). The procurement exceeds the EU threshold and is made using the open procedure as an accelerated procedure (Section 32 and 57, Procurement Act). The procedure includes the following steps (for each lot): Contracting Entity 1. Opens the tenders 2. Reviews that the responses of the tenderer given in the ESPD form and in the tender fulfills the eligibility and suitability requirements 3. Reviews that the tenders are consistent with the Call for tenders 4. Compares the tenders and selects the best tenders (winners) 5. Makes the procurement decision (each lot separately) and communicates the lot-specific decision to all tenderers and requests/verifies the certificates and reports on the suitability of the selected tenderers 6. Concludes the framework agreement(s) with the selected tenderers. The agreement is not concluded until the written agreement is signed. In a procurement exceeding the EU threshold, the agreement may not be concluded until 14days have passed from the date when the tenderer received or may be considered to have received the tender decision and its justifications. The Contracting Entity may wholly or partially interrupt the procurement procedure for legitimate and justifiable reason. No compensation will be paid to tenderers for submitting or preparing a tender or participation in any other way in the procedure. Documents are available only in English. Should the tenderer wish to obtain the tender documents in another language, he must himself arrange for their translation and bear the costs thus incurred.

Nopeutettu menettely:

The tendering process has been started and prepared in good time. Despite this, the previously launched tendering procedure had to be suspended for a justified reason. Due to the suspension of the previous procedure, the procurement schedule has been delayed, and the originally planned timeline can no longer be implemented. For the circumstances described above, the Contracting Entity has encountered an urgent situation, making it practically impossible to comply with the time limits for the open procedure set out in Finnish Procurement Act.
