EASA Part FCL Helicopter Training

The Finnish Border Guard

The Finnish Border Guard as a Buyer (later FBG) hereby invites you to submit tender regarding EASA Part FCL helicopter Training for two (2) helicopter pilots for 2026. Tendered Training Shall include: a) CPL(H) Integrated Course or b) CPL(H) Modular Training and c) CPL (A) with IR (A), MCC and AUPRT Training. Tendered Training Shall include the following Options: • 2027: helicopter Training for two (2) helicopter pilots and one (1) airplane pilot • 2028: helicopter Training for two (2) helicopter pilots • 2029: helicopter Training for two (2) helicopter pilots. Tendered Training Shall include theoretical Training up to ATPL(H) IFR level taking into account credits due to existing ATP(A). The contracting authority has a right to exercise zero, one or several Options. A Tenderer Shall have required Training programs accepted by Civil Aviation Authority before commence of the Training. A Tenderer Shall take into account pilots existing experience and theory knowledge and credit it as comprehensively as possible in Training according to Tenderer’s policy and CAA-requirements for crediting existing experience. Principles Shall be presented in tender, but the exact crediting will be agreed during the Training. Training Shall fulfil and be conducted according EASA Part FCL -requirements. Language used during Training Shall be English or Finnish. Initial schedule for the Training Shall be following: Training Shall be delivered starting from the calendar week 40, 28th September 2026 and it Shall finish at the latest on calendar week 29, 2027. The following calendar weeks will be initially reserved for the Training: • Year 2026 calendar weeks: 40-42, 44-50 • Year 2027 calendar weeks: 5, 7-22, 25-26. The students will have a three-week-long summer holiday during weeks 27-29 and the maximum of 2 additional weeks for other studies during which one of the students will be flying while one of the students has a holiday/other studies. Schedule for the Options: Schedule for 2027 - 2029 Shall be roughly the same, beginning of the Training takes place around week 40. Backgrounds of students are same as for 2026. Training Shall fulfil and be conducted according EASA Part FCL -requirements.

Pilots entering Training will have already ATPL(A) theory and EASA MED class 1 with no prior flight hours recognized. Tendered CPL(H) Training will be part of the Military Academia education for the FBG pilots entering Training. Awarded tenderer Shall thus grade each FBG student according to given criteria. The FBG Shall have at least 21 days to pay invoice after receiving the invoice. The first payment (30 %) will be paid after contract signing against confirmed Training Plan at the earliest. The second payment will be paid after the PPL has been completed and the third payment after the Training as a whole has been completed. If the tenderer considers some part of the tender to be of the nature of a business or trade secret and confidential as such, the tenderer Shall clearly mark such pages (each page shall bear the marking) in its tender as confidential. The total price cannot be a business or trade secret.
