The Finnish Border Guard

The Finnish Border Guard (later Contracting authority, Buyer, FBG) requests tenders for B/AB412 Engine and engine component scheduled and unscheduled maintenance services and material in accordance with the terms of this Call for Tenders and it's appendices. The subject of the procurement is to provide maintenance services for removed components due to overhaul, scheduled inspection, defect rectification, modification or repair, as described in the Pratt&Whitney PT6T-3D Engine service documentation. Estimated quantities of overhauls procured through this Call for Tenders are presented in Contract Appendix 1 Technical Terms and Conditions, based on scheduled inspections. These quantities might differ from the presented figures due to changes in FBG fleet flight time and uscheduled removals. This procurement has the following options that can be activated independently of each other: 1. unforeseen and unscheduled repair, maintenance and modification services including Airworthiness Directives and Service Bulletins 2. one expected additional engine overhaul 3. one expected additional reduction gearbox (C-Box) overhaul 4. Reduction gearbox exchange instead of overhaul 5. P/N 3244883-10 Automatic Fuel Control Unit (AFCU) overhaul & modification to P/N 3244883-12

The contract will be awarded through an open procedure and is subject to Finland's Act on Public Procurement and Concession Contracts (1397/2016). The contract value is estimated to exceed the EU threshold value. A contract notice has been published in the Finnish contract notice portal HILMA (www.hankintailmoitukset.fi). The evaluation and comparison of the tenders will progress in the following three steps: 1. Evaluation of the suitability of the tenderers 2. Verification that the tenders fulfill the requirements of the Call for tenders 3. Comparison of tenders that fulfill the requirements of the Call for tenders. Following the comparison of the tenders, the Contracting Authority will proceed with the following steps: 4) The contract award decision 5) Verification that the suitability criteria (including checking the criminal records) are met for the selected tenderer's part 6) Procurement contract The Contracting Authority may wholly or partially cancel the procurement procedure for a justified reason. The word SHALL in this Call for tenders expresses a mandatory requirement of the specification. Deviation from such a requirement is not permitted.

The tenderer has succesfully completed at minimum three (3) engine and reduction gearbox overhauls to similar category components since the year 2022.

The tenderer shall hold an applicable and valid EASA Part 145 approval (maintenance organisation approval certificate with maintenance organisation approval schedule) and list of component capabilities.

The tenderer shall attach a valid EASA form 1 or equivalent dual release to each delivery of goods to the Buyer.

A concerned party should file a claim for rectification of procurement no later than 14 days after receiving notice of the decision made by the Contracting Entity or some other decision that is part of the procurement procedure. The actual day of notice will not be included in this period. The request must be submitted to the contracting entity within the office hours of the contracting entity (16.15). If the last day for the submission of the request is a bank holiday, the Independence Day (6 December), the First of May, Christmas Eve, Midsummer Eve or a Saturday, the request may be submitted on the first weekday following that day.
