AS332 L1 Maintenance Services of Tail and Main Rotor Blade

The Finnish Border Guard (later Contracting authority, Buyer) requests tenders for AS332 L1 tail and main rotor blade maintenance services in accordance with the terms of this Call for Tenders and its appendices. The procurement consists of the following services: Tail Rotor Blade P/N 332A12-0055-01 and Tail Rotor Blade P/N 332A12-0055-04 de-icer replacement 2000 FH. Maintenance task reference: 64/10/00/401/000/086. Estimated amount of services during contract period is 16 ea Main Rotor Blade P/N 332A11-0032-03 and Main Rotor Blade P/N 332A11-0032-09 repairs, including leading edge replacement. Estimated amount of services during contract period is 2-4 ea. The quantity and schedule of replacement may vary based on accumulated flight hours or other unscheduled events. This procurement has unforeseen and unscheduled repair services during the contract period as an option.

The contract will be awarded through an open procedure and is subject to Finland’s Act on Public Procurement and Concession Contracts (1397/2016). The contract value is estimated to exceed EU threshold value. A contract notice has been published in the Finnish contract notice portal HILMA and in the Official Journal of the European Union, Tenders Electronic Daily (TED). The evaluation and comparison of the tenders will progress in the following three steps: 1. Evaluation of the suitability of the tenderers 2. Verification that the tenders fulfill the requirements of the Call for tenders 3. Comparison of tenders that fulfill the requirements of the Call for tenders. Following the comparison of the tenders, the Contracting Authority will proceed with the following steps: 4) The contract award decision 5) Verification that the selected tenderer meets the set suitability criteria 6) Procurement contract The Contracting Authority may wholly or partially cancel the procurement procedure for a justified reason. The word SHALL in this Call for tenders expresses a mandatory requirement of the specification. Deviation from such a requirement is not permitted.

A concerned party should file a claim for rectification of procurement no later than 14 days after receiving notice of the decision made by the Contracting Entity or some other decision that is part of the procurement procedure. The actual day of notice will not be included in this period. The request must be submitted to the contracting entity within the office hours of the contracting entity (16.15). If the last day for the submission of the request is a bank holiday, the Independence Day (6 December), the First of May, Christmas Eve, Midsummer Eve or a Saturday, the request may be submitted on the first weekday following that day.
