The purpose of STM and the Customer is to procure Seasonal Influenza vaccine for the risk group vaccinations in the National Vaccination Programme in Finland. The tendered vaccine must be suitable for adults and children from six (6) months of age according to Article´s Summary of Product Characteristics (SPC). The tendered vaccine must be indicated for the prevention of seasonal influenza disease. Customer should prefer syringes without fixed needles. The virus strains used must, upon delivery of the vaccines to the THL, comply with the WHO´s, EMA´s and national competent authorities´ current recommendations for the northern hemisphere for seasonal influenza vaccines for the season in question. At the time of submission of the tender, the seasonal influenza vaccine offered must have a marketing authorisation valid for Finland based on the WHO´s, EMA´s and national competent authorities´ latest recommendations for the northern hemisphere for the latest season (i.e. for the 2025/2026 season). Influenza viruses continuously change and evolve. The periodic replacement of the virus strains contained in influenza vaccines is therefore necessary to keep the vaccines effective.
The procurement of the seasonal influenza vaccines has been divided into three parts. For the sake of clarity it is stated that this Call for Tender is not divided into parts. The other two parts have existing contracts and STM and the Customer will now tender for the third part. All separate procurements exceed the EU threshold value.
According to Communicable Diseases Act (1227/2016) the Finnish Institute for Health and Welfare has an obligation to supervise the implementation of the national immunization programme and other general vaccinations and monitor the implementation and impact of the vaccinations.

The Customer will implement the procurement on behalf of STM. The roles of STM and Customer are described in more detail in section "Presentation of the contracting authority".
The subject of procurement and the mandatory requirements relating to it are described in detail in this Call for Tender and its annexes. The contract will be awarded to one Supplier based on a comparison of tenders.
WHO, EMA and other national competent authorities set out yearly recommendations for the northern hemisphere. If WHO, EMA or other national competent authority during contract period updates their recommendations for influenza virus strains included in the seasonal influenza vaccine, the Parties may agree to substitute the Article with a vaccine product complying to the new recommendations. In case of substitution all terms and prices in the Contract shall apply without modification. (Followed by General Terms of Public Procurements in Supply Contracts, Section 4.7)
CONTRACT PERIOD
The Contract shall enter into a force once the competent signatories of both the Contracting Parties have duly signed the Contract. The Contract shall expire when all contractual duties and obligations have been performed by both Parties.
However, the contract period shall be counted from the first day of the month on which the Supplier has handed over the first delivery of the Articles to the Customer´s pharmaceutical wholesaler.
The Contract period is one (1) year from the date defined previously above and the estimated quantity to be purchased for this period is 1,700,000 +/- 20% doses.
After the contract period, the Customer reserves the right for the contract period renewal described in section "Description of renewals".
Tenders will be compared in the manner described in section "Grounds for decision" of the Call for Tenders.
