Methylation tests

The HUS Group requests tenders for MGMT and MLH1 methylation tests.

The procurement includes the following products:

- MGMT and MLH1 methylation tests.

The procurement is divided into two (2) product groups, which are:

Product group 1: MGMT methylation tests
Product group 2: MLH1 promotor methylation tests

The supplier can bid on one or both sections of the procurement.

The estimated number of MGMT methylation tests per year is around 200.
The estimated number of MLH1 promotor methylation tests per year would be around 80.

The products are described in more detail in invitation to tender and in Appendix 2 to the invitation to tender (Price and product form).

In each subarea the most economically advantageous tender shall be selected. The criterion for determining the most economically advantageous tender shall be the best price-quality ratio. Price is weighted at 80 % and quality is weighted at 20 %. The comparison criteria for subareas 1-2, how to perform the comparison, and the related calculation formulas are described in more detail in the "General criteria of the sub-area" section of each subarea.

HUS will select for each area two (2) contract suppliers in the ranking order of the tenderers. More information about the order of priority and its formation can be found in the section "Grounds for decision".

The goal of this competitive procurement is to get products that are safe to use. The goal is also to have good product delivery reliability and to have products available when they are needed.

During the contract period, products belonging to the product groups that are the subject of the contract, may be acquired in accordance with the estimated value of the contract, also when they are not specified in the Appendix 2 Product and price form (please see Agreement).

The Agreement is in force for a fixed period of 3 years, and thereafter until terminated.

The aim is to bring the agreement into force as soon as possible after the procurement procedure has been completed.
The estimated starting day for the contract period is 3.11.2025

The products requested in this invitation to tender will be used by the Genetics Laboratory of the HUS Diagnostic Centre (Helsinki University Hospital, HUS Group). See Annex 1 (Agreement) of the call for tenders for details.

The total estimated value of the procurement (VAT 0%) is approximately EUR 620 000 for 48 months. This is an estimate and the contracting entity does not commit neither to the stated euro amounts and nor the consumption figures indicated in the invitation to tender. The final order quantities may be higher or lower than stated.

Risk classification: The tenderer must have adequate economic resources for the size and quality of the procurement. This characteristic is evaluated based on information received regarding the tenderer’s solvency, profitability, and creditworthiness.

This criterion applies to all members of a group and to any subcontractor, participating in the deliveries/service, on whose capacities the tenderer relies.

In principle, the tenderer is deemed to have sufficient capacity if it has a risk class of 1-3 according to Suomen Asiakastieto Oy’s risk indicator, or an equivalent economic risk rating according to a rating report, financial statement information, or other similar report of another well-known risk rating provider.

If information on the tenderer's risk rating is not available from generally known credit rating agencies, the Contracting Authority will request a clarification on the tenderer's financial situation. This must be provided in the form of certified financial statements for the last 3 financial years.

If the tenderer is a young company and financial statements are not yet available, a clarification on the financial conditions and financing of operations must be provided.

Environmental management measures: The tenderer has read the appendix “HUS Climate Road Map Summary” and commits to improving its operations and promoting low-carbon and environmentally sustainable activities over the contract period.

The tenderer has an environmental management scheme that guides its activities, which is at minimum a plan for managing its activities in relation to environmental matters. For a more detailed description, see the 'Other conditions' section of the call for tenders.

During the contract period, products belonging to the product groups that are the subject of the contract, may be acquired in accordance with the estimated value of the contract, also when they are not specified in the product annex (please see Agreement).
