Finnish Border Guard

The Finnish Border Guard is purchasing six polyethylene-hulled open boats with waterjet propulsion and inboard engines. The detailed technical requirements for the procurement are specified in Annex 2, which the bidder must carefully read. The specification below is only a description of the subject of the procurement. The boat type to be purchased must be CE-certified for design category C conditions, taking into account heavy professional use. The following tasks and situations are encountered with this boat type: - operation in shallow and rocky water - search and rescue - medical transport with a stretcher - towing - operation alongside other boat - operation in the dark

The following specifications have been set for this type of boat: - Hull length 5.5…7.0 m - Beam over all ≤ 2.5 m - Light weight ≤ 1500 kg - Clearance height (minimum operating condition) ≤ 1.8 m - Speed ≥ 34 kn (four people on board) - Number of people ≥ 2+2 - Load without consumables ≥ 480 kg - Operating range at planing speed ≥ 100 nm This procurement includes an option to order 1-3 jetboats more in 2027 latest.

The contract will be awarded through an open procedure and is subject to Finland's Act on Public Procurement and Concession Contracts (1397/2016). The contract value is estimated to exceed the EU threshold value. A contract notice has been published in the Finnish contract notice portal HILMA (www.hankintailmoitukset.fi). The evaluation and comparison of the tenders will progress in the following three steps: 1. Evaluation of the suitability of the tenderers 2. Verification that the tenders fulfill the requirements of the Call for tenders 3. TECHNICAL AND PROFESSIONAL ABILITY: During the reference period, the economic operator has delivered the following principal deliveries of the type: The requirement is, that the bidder has delivered a work boat during the last three years, which is mainly based on its own design. Value of the boat must be over 50 000 euros.

It can call upon the following technicians or technical bodies , especially those responsible for quality control:: Requirements of the technicians or technical body: Recreational craft directive 2013/53/EU Notified body.

Requirements for research and development system:: According to Recreational craft directive 2013/53/EU. Educational or professional qualification: The designer must have an applicaple technical degree and a reference for the design of the boat from the last three years, which is registered as a recreational craft or work boat.

The economic operator is in any analogous situation like bankruptcy arising from a similar procedure under national laws and regulations.

The economic operator is bankrupt.

The economic operator itself or any person who is a member of its administrative, management or supervisory body or has powers of representation, decision or control therein has been the subject of a conviction by final judgment for corruption, by a conviction rendered at the most five years ago or in which an exclusion period set out directly in the conviction continues to be applicable.

The economic operator is in arrangement with creditors.

The economic operator itself or any person who is a member of its administrative, management or supervisory body or has powers of representation, decision or control therein has been the subject of a conviction by final judgment for participation in a criminal organisation, by a conviction rendered at the most five years ago or in which an exclusion period set out directly in the conviction continues to be applicable.

The economic operator is aware of any conflict of interest, as indicated in national law, the relevant notice or the procurement documents due to its participation in the procurement procedure.

The economic operator or an undertaking related to it has advised the contracting authority or contracting entity or otherwise been involved in the preparation of the procurement procedure.

The economic operator is guilty of grave professional misconduct.
