The subject of this procurement is the provision of the Financial Research and Analysis Database System as a Software as a Service (SaaS) for the use of the Customer. The procurement concerns a financial research and analysis database required for Finnfund's Investment Analysis team, Investment Operations department, and Economist team. The Investment Analysis team is the main user of the database, but the Investment Operations Department and Economist team also need it. The procurement concerns 15 licences given for investment analysts in the Investement Analysis team, one economist and some investment managers in Investment Operations department. Financial research and analysis database must have a comprehensive global market data and intelligence, advanced analytics and workflow tools to enhance operational efficiency and improve analysis to investment decision-making. The requirements for the Service are presented in Appendix 2: Requirements.

The procurement will take place in compliance with the Finnish Act on Public Procurement and Concession Contracts (1397/2016, hereinafter "Procurement Act"). The procurement exceeds the EU threshold. The procurement is made using the open procedure. The Contracting Entity may wholly or partially interrupt the procurement procedure for legitimate and justifiable reason. No compensation will be paid to companies for preparation a tender, presentation or otherwise taking part in the procedure. The documents are available only in English. Contracting Entity: 1. Opens the tenders 2. Reviews the tenderers suitability based on the ESPD form 3. Compares the compliant tenders and selects the best tender 4. Makes a procurement decision and informs all tenderers of the decision. Also verifies the certificates and reports concerning the suitability of the selected tenderer 5. Concludes a procurement contract with the winner The procurement contract is only formed upon signing a written agreement. In procurements exceeding the EU threshold, the contract may be concluded no earlier than 14 days after the tenderer has received or is deemed to have received the decision and its reasoning.
