The purpose of this tender is to request design service to Bell B412 helicopter for replacing the obsolete Cockpit Voice Recorder (P/N 93-A100-31) and to replace it by a modern solid state CVR. Among the CVR, the obsolete control panel (P/N 93-A152-30) shall also be replaced. The supplier is also expected to deliver the parts needed for the modification, including but not limited to: replacing CVR, replacing control panel, wiring, means for installation and new area-microphone, if needed. The design service shall be EASA approved, and all the necessary documentation needed for the modification shall be provided, including but not limited to certification and approval documentation, continuing airworthiness documentation, manuals needed for operation and their supplements, installation instructions including revisions and/or supplements to maintenance manual & illustrated parts catalogue. The new CVR-unit shall be installed to the position of existing unit, the tender shall include ground/flight testing for NVIS validation for replaced panels, and flight testing for recording quality verification. The procurement shall have an option for another AB412 airframe, with obsolete CVR P/N 93-A100-83. A concerned party should file a claim for rectification of procurement no later
than 14 days after receiving notice of the decision made by the Contracting Entity or some
other decision that is part of the procurement procedure. The actual day of notice will not be
included in this period. The request must be submitted to the contracting entity within the office hours of the contracting entity (16.15). If the last day for the submission of the request is a bank holiday, the Independence Day (6 December), the First of May, Christmas Eve, Midsummer Eve or a Saturday, the request may be submitted on the first weekday following that day.
