Aalto University Metsähovi Radio Observatory is the only astronomical radio observatory in Finland. Metsähovi’s main instrument is the 14-metre radio telescope, used around the clock, every day of the year, and several smaller radio telescopes. Its observational data is used, e.g., for studying active galaxies, the Sun, and the rotation of the Earth. One of the main observation modes is based on Very Long Baseline Interferometry (VLBI), where radio telescopes around the world are operating together in a synchronous mode. This requires a very accurate frequency reference signal from an active hydrogen maser frequency standard.
Metsähovi is seeking an active hydrogen maser atomic clock / frequency standard fulfilling the specifications of Annex 1.

A party who is dissatisfied with the decision of the contracting entity or other decision made during the contract award procedure may submit a request for rectification to the contracting entity, pursuant to the Procurement Act. A party must request rectification within 14 days of receiving notice of the decision of the contracting entity together with instructions for appeal or some other resolution made in the procurement procedure. Moreover, a tenderer, a candidate who has submitted a request to participate or some other concerned party may refer the case to the Market Court by filing an appeal. Unless otherwise provided, the appeal must be made in writing within 14 days from the date on which the party has been informed of the procurement decision accompanied by the instructions for appeal.
