The purpose of STM and the Customer is to procure tick-borne encephalitis (TBE) Vaccine required for the National Vaccination Programme in Finland. The tendered vaccines must be suitable for adults and children according to Article´s Summary of Product Characteristics (SPC). The Customer should prefer syringes without fixed needles.
This procurement is not divided into lots. According to Communicable Diseases Act (1227/2016) the Finnish Institute for Health and Welfare has an obligation to supervise the implementation of the national immunization programme and other general vaccinations and monitor the implementation and impact of the vaccinations. Dividing the procurement into lots could cause a risk for compatibility problems when there is a difference on age indications for adult and pediatric vaccines from different manufacturers. This could lead to situation where implementation of national immunization programme would be impossible if there would be no product suitable for adolescents whose age is not indicated in neither pediatric formulation or adult formulation. Other reason for not to divide procurement into lots is a need to ensure medication safety when implementing national immunization programme and use of different manufacturers products for adult and pediatric population could increase the risk for medication deviation.

The Customer will implement the procurement on behalf of STM. The roles of STM and Customer are described in more detail in section "Presentation of the contracting authority".
The subject of procurement and the mandatory requirements relating to it are described in detail in this Call for Tender and its annexes. The contract will be awarded to one Supplier based on a comparison of tenders.
If the Supplier during the contract period releases a modified vaccine, the Parties shall agree to substitute the Article with the modified vaccine. In case of substitution, all terms and prices in the Contract shall apply without modification.
CONTRACT PERIOD
The Contract shall enter into a force once the competent signatories of the Contracting Parties have duly signed the Contract. The Contract shall expire when all contractual duties and obligations have been performed by both Parties.
However, the contract period shall be counted from the first day of the month on which the Supplier has handed over the first delivery lot of the Articles to a Customer’s pharmaceutical wholesaler.
The Contract period is four (4) years from the date defined previously above and the range of quantity to be purchased for this period is between 60.000 – 120.000 doses for adult vaccine (THL commits to order at least 15.000 doses per year, but reserves the right to order more. Rough estimation for average need is 20.000-30.000 doses per year.) and 12.000 – 40.000 doses for pediatric vaccine (THL commits to order at least 4.000 doses per year, but reserves the right to order more. Rough estimation for average need is 4.000-6.000 doses per year.).
The procurement contains additional procurement option but it does not create any obligation by the Customer to purchase any additional vaccine doses from Supplier.
The maximum of the additional procurement option amount is 60.000 doses. The additional procurement option can however be less than maximum 60.000 doses and can be divided for several deliveries during the contract period. The decision about the ordered quantity is in sole discretion of THL.
It shall be in the Customer´s sole discretion to decide whether the additional procurement option consists of adult or pediatric vaccine doses or both for that matter.
Examples of situations where additional procurement option might be needed include the need for larger changes in the vaccination programme (e.g change in the at-risk areas) or sudden larger fluctuations in vaccine demand or unexpected budget changes.
THL will supply a written notification for additional procurement option with the following terms:
THL shall supply a written notification for the additional procurement option to the Supplier at least six (6) months before the estimated delivery date of the first additional procurement option lot. The delivery schedule shall be agreed mutually in writing. The price quoted for the Articles in the tender shall be applied also to the Articles procured as an additional procurement option.
Tenders will be compared in the manner described in section "Grounds for decision" of the Call for Tenders.
