The subject of the procurement is to create a new digital service “Myhelsinki 2.0” to serve the target audiences of Helsinki Partners ("Contracting Entity") according to the Helsinki Partners strategy and visual identity. The selected Service Provider is responsible for the UI/UX/CX implementation and production of technical solutions both front and back-end. The procurement also includes continuous maintenance services and small-scale development services. The subject of the procurement, requirements (in particular Annex 1) and the relevant contract terms (in particular Annex 0) are described in more detail in the procurement documents and its annexes. The procurement is not divided into lots because a smaller procurement would not be interesting enough to the tenderers. The contract period starts from signing and is valid until further notice.

The procurement will take place in compliance with the Finnish Act on Public Procurement and Concession Contracts (1397/2016, "Procurement Act"). The procurement exceeds the EU threshold. The procurement is made using the open procedure (section 32, Procurement Act). The procedure includes following steps: Contracting Entity 1.Opens the tenders 2.Reviews the responses given in the ESPD form and in the other parts in the tender fulfills the eligibility and suitability requirements 3.Reviews the tenders are consistent with the Call for tenders 4.Compares the tenders and selects the best tender 5.Makes the contract award decision and communicates the decision to all tenderers and requests/verifies the certificates and reports on the suitability of the tenderer selected 6.Concludes the agreement with the selected tenderer. The agreement is not concluded until the written agreement is signed.In a procurement exceeding the EU threshold, the procurement contract may not be concluded until 14 days have passed from the date when the tenderer received or may be considered to have received the tender decision and its justifications. The Contracting Entity may wholly or partially interrupt the procurement procedure for legitimate and justifiable reason (for example the internal budgeted value (not published) of the purchase is exceeded). No compensation will be paid to tenderers for submitting or preparing a tender or participation in any other way in the procedure. Documents of the procurement are available only in English. Should the tenderer wish to obtain the tender documents in another language, he must himself arrange for their translation and bear the costs thus incurred. The tender with all its annexes must be submitted no later than the set deadline. Tender submitted after the deadline will not be considered. The sender is responsible for submitting of the tender. The attachments to the tender must be saved in a file format, readable by the most common office programs (e.g. doc/.docx, xls./. xlsx / .pdf, .ppt/.pptx or .jpeg). The Contracting Entity will utilize following experts in preparing the procurement and also evaluation of tenders: • PTCServices Oy • Capgemini Finland Oy The experts of the company mentioned above are unable to act as tenderer’s advisor during the procedure.
