SCOPE OF THE PROJECT: Hyvinkään Lämpövoima Oy ("Contracting Entity") has a need for a PTES heat storage. The PTES heat storage construction project ("Project") includes at least the following subareas which are procured separately: - Excavation works and civil engineering works of the PTES heat storage, - Engineering works consisting of e.g. mechanical works, process heat works, electrical works, piping works, pump works, heat transfer works on related procurement, - Installation and engineering works for welded earth-facing sealing and protective membrane structures, and - Design and installation of the lid structure (this "Procurement"). SCOPE OF THE PROCUREMENT: The scope of this Procurement is the design and installation of the lid structure for PTES heat storage in fully operational condition (Turnkey delivery). The awarded contractor will be responsible for at least (but not limited): - Complete detail planning of the lid structure, - Project management and coordination with the Contracting Entity and other contractors at the site, - Delivery, assembly, welding and installation of the lid structure and materials/components included, - Electrotechnical installations of the lid structure, - Documentation and quality assurance, and - Testing of the lid structure. The lid structure must be designed/planned, prepared, delivered, tested, commissioned, and documented in accordance with the overall tender material (documentation of the Call for Tenders and documentation provided by Tenderer). The Procurement contract for the Procurement is a subcontract subordinated under the PTES heat storage excavation works contract. SCOPE OF THE PROCUREMENT:

The scope of this Procurement is the design and installation of the lid structure for PTES heat storage in fully operational condition (Turnkey delivery). The awarded contractor will be responsible for at least (but not limited):

- Complete detail planning of the lid structure,
- Project management and coordination with the Contracting Entity and other contractors at the site,
- Delivery, assembly, welding and installation of the lid structure and materials/components included,
- Electrotechnical installations of the lid structure,
- Documentation and quality assurance, and
- Testing of the lid structure.

The lid structure must be designed/planned, prepared, delivered, tested, commissioned, and documented in accordance with the overall tender material (documentation of the Call for Tenders and documentation provided by Tenderer). The Scope of the Procurement is described in more detail in the appendices of the Call for Tenders.

As stated above, the Procurement is one of the subareas of the Project.

The Procurement contract for the Procurement is a subcontract subordinated under the PTES heat storage excavation works contract. The contractor of the excavation works contract will act as the main contractor. The main contractor is responsible for the construction site management and on-site services.

- Surface area of the lid structure is approximately 37 250 square meters,
- Basal area of the heat storage is approximately 8125 square meters, and
- Inner slopes surface area is approximately 31 300 square meters and their slope is 1:2,5.

PTES heat storage is located in a groundwater area.

The construction site is located in Kulomäki old gravel pit in Hyvinkää.

VARIANT TENDERS: Contracting Entity accepts and encourages Tenderers to submit two (2) variant tenders as described below in this section. Tenderer may submit two (2) variant tenders with two (2) alternative U-values: 1) U-value of maximum 0.1 W/(m2K), and 2) U-value of maximum 0.15 W/(m2K). Submitting any other variant tender is prohibited. Tenders will first be evaluated and compared on the basis of a U-value of 0.1 W/(m2K). If the price of all acceptable tenders exceeds estimated value of the Procurement contract (8.000.000 €), then tenders will be evaluated and compared secondly on the basis of a U-value of 0.15 W/(m2K). Tenderer's failure to submit alternative tenders may adversely affect Tenderer's position in the competitive tendering and procurement process. Therefore, Contracting Entity encourages all tenderers to submit their tenders with both U-values (0,1 W/m2K and 0,15 W/m2K). LID DESIGN: Tenderers may submit their tender with a) Ramboll's lid design solution, OR b) with their own or third party lid design solution. Tenderers may modify and/or amend Ramboll's lid design solution before submitting their tender. Ramboll's lid design solution is attached to the Call for Tenders.

Technical and professional ability - References: Tenderer shall meet the requirements set out in the Appendix “References”. Tenderer must fill in the Appendix “References” and attach it to its tender. If the tender is submitted as a group, the members of the group may meet the requirements together. If Tenderer uses the resources of other units (resource units) to meet the requirements, Tenderer, together with its resource units, may meet the requirements. If Tenderer relies on the resources of the resource unit to fulfil the suitability requirements set out in this section, the resources of the resource unit must be available for providing the designing and/or works under the Procurement contract. E.g., if Tenderer has appointed the resource unit whose lid design experience has been relied in the appendix "References", then the resource unit must be able to provide design services under the Procurement contract.

Tenderer's turnover: Tenderer's total annual turnover is at least 10.000.000 € for the last financial year (12-month notional period). Upon Contracting Entity's request, Tenderer shall provide information on turnover for at least the last financial year, if Tenderer is entitled to provide it under the law of his country of establishment. If Tenderer does not have a financial year, Tenderer may prove its economic and financial standing by any other document approved by Contracting Entity. If the application is submitted as a group, the members of the group may meet the requirement together. If Tenderer uses the resources of other units (resource units) to meet the requirement, Tenderer together with its resource units, may meet the requirement. If Tenderer relies on the capacities of resource units to satisfy suitability requirements of this section, Tenderer must provide documentation which proves that the resource unit shall be jointly liable for the performance under the Procurement contract.

Suspension of the procurement procedure: Contracting Entity has the right to suspend the procurement procedure for a real and legitimate reason.
