Business Finland Oy (hereinafter "Business Finland") requests your tender for the Impact Assessment Services in accordance with this request for Call for Tenders and its appendices. The object of the procurement is described in Annex 1.0 Procurement Description. The goal of procurement is to procure evaluation services for Business Finland Oy and Innovation Funding Agency Business Finland for four (4) years. The contract is a framework agreement, which will involve selecting multiple service providers. The service providers are required to plan and conduct evaluations and analyses related to Business Finland's customers across different service areas. In addition, the service provider must have a comprehensive understanding of Finland's innovation and operational environment, internationalization, and organizational-level impact management, impact model development, and the ability to assess future scenarios from an evaluation perspective. This procurement aims to establish a global pool of research/evaluation teams from which Business Finland can acquire expertise for impact assessment and research-based analyses. Business Finland has initially estimated that the total value of the framework is up to 1.6 million euros over four years and that at least 100 person-days will be acquired per calendar year through the pool. However, these estimates are not binding on Business Finland but rather reflects the procurement's magnitude. Making a tender requires consideration and acceptance of the terms of the framework agreement. A model of the Customer's framework agreement is attached to the request for tender. The framework agreement is made according to the model attached to the Call of Tenders. The framework agreement period is approximately 1 April 2024 - 31 March 2028.

The contract will be awarded through an open procedure. The contract concerns a service procurement exceeding EU threshold value. The procurement will take place in compliance with the Act on Public Procurement and Concession Contracts (1397/2016). In the event that none of the tenders received meet the requirements of the Call for tenders as intended by the Business Finland, or in the event that the conditions during the tendering process change so that the Business Finland will be unable to make use of the results of the tendering process, Business Finland may wholly or partially interrupt the procurement procedure. No compensation will be payable to tenderers for preparing a tender, presenting it or otherwise taking part in the procedure. The tender documents are available in English. Should the tenderer wish to obtain the tender documents in another language, they shall themselves arrange for their translation and bear the costs thus incurred.
