Frozen Plasma Thawing Devices

HUS Group (thereinafter also "HUS" or "Procuring Entity") calls for tenders for Frozen Plasma Thawing Devices.

The procurement concerns thawing devices in the Blood Banks of Helsinki University Hospital Diagnostics Center (hereinafter "DGC"). The Procurement is a comprehensive solution including the following:

- Thawing devices;
- Software;
- Licenses, rights, and authorisations;
- Training, technical support, and user guidance;
- Maintenance, updates, and support.

The procurement has been divided into two lots:

Lot 1: Water bath thawing devices (0-3 devices per year)
Lot 2: Dry thawing devices (0-1 devices per year)

The tender may tender one or both lots. In each lot, HUS selects one (1) supplier with whom it shall sign a contract. In addition to the main contract for the devices, the Contracting Entity will enter into a Maintenance Contract with the Supplier for the maintenance of the devices.

The Agreement is in force for a fixed period of two (2) years, and after which the Agreement is valid until further notice. The supply period is estimated to begin in August 2024.

The subject of the procurement and related requirements are described in more detail in the invitation to tender and its annexes. At the beginning of 2024, DGC has nine (9) hospital blood banks:

Hospital Blood Bank of the Peijas Hospital Laboratory
Hospital Blood Bank of the Hyvinkää Hospital Laboratory
Hospital Blood Bank of the Porvoo Hospital Laboratory
Hospital Blood Bank of the Lohja Hospital Laboratory
Hospital Blood Bank of the Jorvi Hospital Laboratory
Hospital Blood Bank of the Kymenlaakso Central Hospital Laboratory
Hospital Blood Bank of the Ratamokeskus Laboratory
Hospital Blood Bank of the Etelä-Karjala Central Hospital Laboratory

The number of Hospital Blood Banks may change (increase or decrease) during the contract period. The number of devices required for Hospital Blood Banks depends on the size of the Hospital Blood Bank and the blood usage of healthcare units. The number of devices ordered is estimated to be approximately 2-4/year. The need may vary during the contract period. Especially during the first two (2) contract years, the number of thawing devices to be ordered may be lower, as the need for new devices also depends, among other factors, on the lifespan of the current or replaceable devices in the Hospital Blood Banks. The estimates of procurement quantities presented in the invitation to tender are estimates and are not binding on the Contracting Entity.

When the agreement period ends, the Subscriber has the right to redeem the devices by notifying of the redemption of options in writing to the Supplier. The Supplier will take the devices away if the Subscriber does not redeem the devices.

Menettelyn tärkeimmät piirteet

The procurement procedure is an open procedure in accordance with Section 32 § of the Finnish Act on Public Procurement and Concession Contracts (1397/2016), where any tenderer can participate in.


PROCESSING TENDERS

The procedure is as follows:

Procuring Entity will

1. open tenders
2. verify answers given to the suitability requirements
3. verify tender compliance with call for tenders
4. conduct a tender comparison
5. request the winning tenderer to submit reports and other documents related to the suitability requirements
6. make a procurement decision
7. sign a contract with the chosen tenderer of the lot.

In procurement exceeding EU threshold the contract may be concluded no sooner than 14 days after the candidate or tenderer has received or is deemed to have received notice of the decision and instructions for appeal (standstill period).


LANGUAGE OF THE COMPETITIVE TENDERING PROCESS

The procurement documents are available in English. If the tenderer needs the documentsin another language, it is the tenderer's responsibility to translate the documents and coverthe cost of translation. Tender can be given in English or Finnish.


PARALLEL TENDERS

Variant or parallel tenders are not accepted.

In case the tenderer is a consortium or the tenderer uses subcontractors to fulfill any of the suitability criteria, not only the tenderer but all the members of the consortium and/or all subcontractors, whose resources are used in order to fulfill any of the suitability criteria, shall fill in the European Single Procurement Document (ESPD) as well. Supplier Portal will not allow to send tender until all members of consortium and subcontractors have returned the ESPD forms to the Portal. Tenderer must ensure to have sufficient time for the process before the deadline for submitting a tender.
