The object of the Framework Agreement is to provide Evaluation Services for the MFA. Please refer to Annex 1 “Terms of Reference” for a more detailed description of the object of the contract.

Duration: The total foreseen duration of the contract is four (4) years.
The total estimated framework value is 4 800 000 Euros (excl. VAT) for four (4) years. MFA reserves the right to use other service providers for any specific evaluation, service or other assignment if need so requires. The evaluation budgets will be specified in each of the service orders of the assignment in question.
The agreement is for 4 years, starting immediately after signing the contract. There is a possibility for a no cost extension of 1 year if MFA deems the option necessary, the service delivery is satisfactory, of the expected quality, and the budget covering the service is accepted by the MFA. No-cost extension may be granted if needed to finalize and approve all evaluation deliverables and/or other tasks.
Every year EVA-11 is expected to launch 2-4 new centralised evaluations. Development Evaluation unit also commissions 1-3 assessments, reviews or synthesis products per year. According to the Evaluation Norm 2015, EVA-11 is responsible for the development of evaluation capacity and provision of support to other MFA units that undertake or commission evaluations. Such support may include advisory services for planning of evaluations, in drafting the terms of reference, evaluation tender assessment, and quality assurance, such as commenting the deliverables.
To this end, this Framework includes provisions for Help Desk services for other MFA units that carry out decentralized project or programme evaluations, including evaluations commissioned by other service providers outside this FACE framework. The estimated number of decentralized evaluations that may require Help Desk services is three per year. Estimated number of Help Desk service working days is two to five days per assignment.
The Framework also includes provisions for basic level trainings on development evaluation if requested by MFA. The topics of trainings may vary, including essentials of development evaluation or a specific methodology.
On the basis described above, the framework agreement is divided into two lots:
• Lot 1. Strategic centralized evaluations and large-scale reviews (maximum 4 providers)
• Lot 2. Small-scale reviews, assessments, synthesis products and provision of help desk and training (maximum 4 providers)
Potential service providers can only tender to one of these (LOT1 or LOT2).
