Aalto University (in the following "Customer" or "Aalto University") requests a tender for the Drupal Managed Hosting Services procurement. The object of the procurement is Drupal optimised hosting service (PaaS) that can run current Aalto University’s Drupal websites and enables growth – both new sites and also traffic and capacity growth. Aalto University have currently 15 hosted websites. One of these is Aalto.fi that is Aalto University’s widely used main website. Detailed specifications and requirements are described in the invitation to tender and it’s annexes. You can find the appendices by logging into the Hanki Service/Supplier portal. The estimated total value of the procurement is 500 000 - 700 000 euros.

SANCTIONS: The contracting authority reserves the right not to take into account tenders from tenderers whose country of establishment is outside of the European Union: 1) are not a party of WTO’s Agreement on Government Procurement (GPA), or 2) do not have a bilateral agreement of government procurements with the EU. The contracting authority has the right to exclude from the competitive tendering such a tenderer that is burdened by a mandatory criterion for exclusion referred to in legislation on public contracts or a discretionary criterion for exclusion referred to in section 81, subsection 1 of the Act on Public Procurement and Concession Contracts (1397/2016) or such a tenderer that itself or its subcontractor is burdened by sanctions imposed by the EU or the UN, even if such grounds arise after the beginning of the contractual relation. The contracting authority has the right to exclude from the competitive tendering such a tender to which an entity as defined in Article 5k(1) of Council Regulation (EU) No 833/2014, is party to. The tenderer must demonstrate that it is not burdened by the sanction by answering 'no' on the call for tenders to the section regarding this requirement, as well as accepting the Contracy Draft (see section on Export Control and Sanctions).

ISO 27001 certification: Tenderer can prove relevant maturity in Administrative data security by having ISO 27001 certification or the tenderer can prove similar maturity by other audit processes and relevant certification/auditing documentation.

The economic operator is in any analogous situation like bankruptcy arising from a similar procedure under national laws and regulations.

The economic operator itself or any person who is a member of its administrative, management or supervisory body or has powers of representation, decision or control therein has been the subject of a conviction by final judgment for corruption, by a conviction rendered at the most five years ago or in which an exclusion period set out directly in the conviction continues to be applicable.

The economic operator is in arrangement with creditors.

The economic operator itself or any person who is a member of its administrative, management or supervisory body or has powers of representation, decision or control therein has been the subject of a conviction by final judgment for participation in a criminal organisation, by a conviction rendered at the most five years ago or in which an exclusion period set out directly in the conviction continues to be applicable.

The economic operator has entered into agreements with other economic operators aimed at distorting competition.

The economic operator has, to its knowledge, breached its obligations in the field of environmental law.

Any person who is a member of the economic operator’s administrative, management or supervisory body or has powers of representation, decision or control therein has been the subject of a conviction by final judgment for work safety offence, working hours offence, work discrimination, extortionate work discrimination, violation of the right to organise or unauthorised use of foreign labour.

The economic operator is aware of any conflict of interest, as indicated in national law, the relevant notice or the procurement documents due to its participation in the procurement procedure.

The economic operator or an undertaking related to it has advised the contracting authority or contracting entity or otherwise been involved in the preparation of the procurement procedure.

The economic operator is guilty of grave professional misconduct.
